Purpose of Post:

Required Qualifications:  Master’s degree in Communication, Journalism, Public Relations, or equivalent professional work experience in the communication area.

With the Chief of Communication, develops and implements an Advocacy and Partnerships strategy to position children’s’ and women’s’ issues in the public domain, and strengthens political will in support of UNICEF's mission and objectives. 
Develops key partnerships with parliamentarians and other leaders to advance the social policy advocacy agenda. Develops communication indicators and monitors the impact of communication and advocacy strategies.

Develops close collaboration with mass media through activities such as organizing visits to project sites, facilitating photo coverage and TV footage, and utilizes both web-based and traditional media when appropriate to generate and maintain public interest in children’s and women’s issues, and to tell the story of UNICEF's cooperation to a wider audience.

Coordinates the development, posting and maintenance of new and updated material for the UNICEF Kenya web-site. Identifies the need for radio and television programmes, publications, photographs etc., to advocate and promote organizational/programme goals within the country, and manages their production and distribution to the target audiences. Adapts and disseminates advocacy materials from New York, Geneva and the Regional Office to identified target audiences, arranging translations into local language(s), as necessary.

Strengthens capacity of groups and  organizations whose support is essential to the achievement of advocacy and communication objectives through appropriate advocacy and communication training, access to updated information, supplies and equipment and through experience-sharing.

Engages nationally known personalities and organizes special events and activities to support country programme goals.  
Generates public support for special events, including the launch of UNICEF flagship publications, e.g. the State of the World’s Children Report.

Assists HQ and the Regional Office in identifying and obtaining feature stories and other material to facilitate global/regional advocacy and fund-raising activities, particularly in support of National Committee efforts to mobilize resources.

Identifies, recruits and supervises technical resources and consultants, as necessary, for the above activities.

Plans visits of Goodwill ambassadors, National Committee representatives and Executive Board members, including preparation of information materials (e.g., press releases, programme summaries, country fact sheets and media kits), and coordinates logistic arrangements.

Background:
The Hunger Safety Net Programme (HSNP) is a long term social protection programme in Kenya funded by UKaid from the Department for international Development, AusAID and in partnership with the ministry for Development OF Northern Kenya and other Arid Lands. The aim is to reduce extreme poverty; vulnerability and hunger and also develop a national social protection framework in Kenya. 
The programmes aims to achieve its objectives by delivering long-term guaranteed cash transfers to extremely poor and vulnerable households to improve access to food protect assets and reduce the impact of shocks.
HelpAge is one of the consultants that was mandated to deliver the social protection rights component in the just completed phase 1 of the HSNP programme and has been contracted to deliver the social protection rights component in phase 2 which will run from 2012 to 2017. 
The programme is being implemented in Wajir, Mandera, Marsabit and Turkana districts with HelpAge’s role in the programme being to promote the realization of rights of programme beneficiaries and the rights of the wider communities in all the four counties. It is expected that HelpAge will work with government institutions and other stakeholders to realise its objectives and ultimately handover its responsibilities to the government to ensure a sustainable rights based grievance mechanism.

Objective of Social Protection Rights Component
The objective of the Social Protection Rights project is to inform potential participants of their rights to participate in the Hunger Safety Net Programme (HSNP) and to provide a vehicle for addressing complaints and grievances that arise in the implementation process.
Further to this the programme will purpose to realise the rights of the communities in these counties
Overall Job Purpose
The post-holder will oversee the quality of the data collection to provide timely and relevant data analysis in support of programming decisions and reporting.

Responsibilities:
  • Ensure data collection by field monitors
  • Clean up and capture of data collected by the field teams
  • Provide a county quantitative report on a timely basis
  • Carry out systematic supportive supervision of data collection to monitor performance and impact of the on-going HSNP-Social Protection Right Component and provide feedback to all relevant parties on the quality of the data collection and inputting.

Purpose: The overall purpose of this position is facilitation of logistics support in the region including taking staff to meetings and field visits, maintenance, procurement and safety of vehicle fleet and running official errands.

Responsibilities:
 
1.1 Logistics
  • Assist with management of EWCARDC fleet of vehicles - routine minor and major service, ensuring adequate fuel, checking and keeping record of any damage to vehicle or accident and bringing these to attention of supervisor
  • Ensuring fleet of vehicles have undergone any statutory inspection and other regulatory requirement
  • Ensure logging of mileage of fleet of vehicles is up to date
  • Running daily errands as allocated by SAO based on Errands Request register
  • Ensuring safety of passenger, the vehicle being driven and other road users

Background to the HSNP
 
The Hunger Safety Net Programme (HSNP) is a long term social protection programme in Kenya funded by UKaid from the Department for international Development, AusAID and in partnership with the ministry for Development OF Northern Kenya and other Arid Lands. The aim is to reduce extreme poverty; vulnerability and hunger and also develop a national social protection framework in Kenya. 
The programmes aims to achieve its objectives by delivering long-term guaranteed cash transfers to extremely poor and vulnerable households to improve access to food protect assets and reduce the impact of shocks.

HelpAge is one of the consultants that was mandated to deliver the social protection rights component in the just completed phase 1 of the HSNP programme and has been contracted to deliver the social protection rights component in phase 2 which will run from 2012 to 2017. 
The programme is being implemented in Wajir, Mandera, Marsabit and Turkana districts with HelpAge’s role in the programme being to promote the realization of rights of programme beneficiaries and the rights of the wider
communities in all the four counties. 
It is expected that HelpAge will work with government institutions and other stakeholders to realise its objectives and ultimately handover its responsibilities to the government to ensure a sustainable rights based grievance mechanism.
 
Overall Job Purpose:
 
The ASPRC will work closely with the Social Protection Rights Coordinator (SPRC) in the design, review and implementation of all aspects of the HSNP SPR component in the county of Turkana with guidance from the Project Manager in Nairobi on policy and other critical issues.

Specific responsibilities include:
  • Contribute to the progressive design and review of the SPR component including: the Programme Charter of Rights and Responsibilities; the Programme Service Charter; grievance mechanism (including appeals process); and rights education programme to reflect the changes due in the second phase of HSNP
  • Implementation of the HSNP grievance mechanism including processing and following-up on complaints and adjudicating on appeals cases.
  • Facilitate meetings with the programme participants to obtain feedback and communicate grievances or problems to the SPR team.
  • Facilitate the realization of the rights of the wider community through collaboration with duty bearers and training of the community and advocacy work.
  • Support the setting up of effective advocacy groups and Rights committees

SNV is an international capacity development organisation that works in 35 countries in five regions.
 
In WASH SNV supports initiatives in 9 countries in East and Southern Africa: Kenya, Uganda, Tanzania, Mozambique, Rwanda, Zambia, Zimbabwe, South Sudan and Ethiopia.  
The role of SNV is:

The WASH programme provides technical and capacity building support to local partners from the public, private and NGO sector with the objective of increasing sustainable and equitable access to water, sanitation and hygiene in rural areas and small towns.
The SNV WASH programme work is centred around 4 product areas:
(1) Sustainable Sanitation and Hygiene for ALL, 
(2) Functionality of rural water supply services,
(3) WASH in schools and 
(4) Sustainable water supply in peri-urban areas and small towns.  
The WASH programme has its own sector leader and a team of WASH advisors. 

SNV has developed the strategy 2013-2015 where knowledge Development and Networking is at the core of SNV work and is cross cutting in all the WASH product areas. 
The core role of SNV in knowledge development and networking is diagnosing, developing and disseminating knowledge around key constraints and opportunities and fostering innovation.  
To strengthen knowledge development and networking, a regional WASH knowledge Network has been established to foster knowledge development, exchange and collaboration.The regional WASH Knowledge network is led by a Sponsor WASH Director and a Network Leader.
 They together with the sector leaders from each country, form the core group that sets out the directions of the WASH network.

The assignment and objectives:

(c) Have had a distinguished career in their respective fields; and
 
(d) Meet the requirements of Chapter Six of the Constitution.
 
2. A person shall not be qualified for appointment as Member if such person:-
 
(a) is a member of Parliament;
 
(b) is a member of the governing body of a political party;
 
(c) is a member of a local authority;
 
(d) is an undischarged bankrupt; or
 
(e) has been removed from office for contravening the provisions of the Constitution or any other law.
 
3. Duration of Appointment
 
One six-year non-renewable term.
 
4. Terms of Service
 
(i) Full-time;
 
(ii) Shall not hold any other office or employment for profit whether public or private; and
 
(iii) Remuneration and benefits will be as set by the Salaries and Remuneration Commission.
 
5. Applicants should attach copies of clearance certificates from:-
 
(i) The Kenya Revenue Authority;
 
(ii) The Ethics and Anti-Corruption Commission;
 
(iii) The Criminal Investigations Department;
 
(iv) Credit Reference Bureau Africa Limited;
 
(v) Higher Education Loans Board (HELB).
