JPIP Project Architect, Project M&E Specialist, and PR Officer Jobs in Kenya

Project: Judicial Performance Improvement Project (JPIP)

The Government of Kenya (GoK) has applied for financing from the World Bank to finance the proposed Judicial Performance Improvement Project (the Project), and intends to apply part of the proceeds of the financing to put together a Project Management Unit (PMU) comprising a team of professionals dedicated to planning and implementation of the Project.

The judiciary now invites applicants to apply for the following vacant positions:-

1. Project Architect

General

The Project Architect will work under the supervision and direction of the Project Coordinator. 
The main purpose of the Architect will be to monitor and supervise the work of civil works consultants, and contractors to ensure that all services and construction works are proceeding in accordance with the contracts and to the satisfaction of the Judiciary. 
The Architect will also prepare progress reports to assist the Project Coordinator and the Technical Committee to make rational decisions during implementation of the civil works component of the project.

Duties

The Project Architect will be responsible for 
  • monitoring the performance and progress of civil works consultants and contractors, including producing and disseminating progress reports, 
  • providing technical assistance to the Directorates to ensure the civil works meet user needs at planning and construction stages, and 
  • assisting the civil works consultants and contractors with information/decisions required to and from the Judiciary.
Specifically, the Architect will be responsible for communicating decisions of the Project Technical Committee and PMU to civil works consultants and contractors, and assisting them in assessing the requirements and expectations of end-users of the facilities;

The Project Architect will also be involved in the following project activities;
  • Being the client representative during the design phase
  • Pre-design and supervision field visits
  • Assisting in the preparation of Bills of Quantities and in the tender evaluation process
  • Supervision of construction through the Project Manager
  • Close inspections during site hand over and the defect liability window.
Person Specification

The successful candidate will:
  • Have a first degree in Architecture or equivalent from an accredited university. A relevant Masters Degree will be an added advantage;
  • Be a registered architect;
  • Have a minimum of 10 years hands-on experience in a similar position in the planning, design and supervision of civil works projects;
  • Have demonstrated capacity to manage civil works contracts.
  • Have a good command of computerized design, database and spreadsheet construction, as well as their practical applications;
2. Project Monitoring & Evaluation Specialist

General
The M&E Specialist (M&ES) will work under the supervision and direction of the Project Coordinator. 
The main purpose of monitoring and evaluation will be to ensure availability of information on implementation progress, accountability, efficiency and effectiveness of the project. 
M&E will involve a systematic collectionand assessment of information related to the outcomes, processes, or operations of the project. 
M&E will be an ongoing activity to generate information that will assist the Project Coordinator and the Technical Committee make rational decisions during implementation of the project.

Duties

The M&E Officer will be responsible for 
  • overall monitoring and evaluation of the project, including producing and disseminating reports 
  • providing technical assistance to the Directorates to develop comprehensive monitoring and evaluation guidelines for their component objectives, and 
  • developing appropriate indicators of effective implementation, achievements and impact at various levels within the Judiciary.
Specifically, the M&E specialist will:
  • Refine the Results Framework in line with World Bank modalities;
  • Define the key performance indicators (inputs, outputs, outcomes) for monitoring the project; their target values and specifying the timing and format of reporting;
  • Management and maintain the MIS system for collecting and reporting indicators, to ensure that data are regularly reported and entered into the MIS;
  • Ensure efficient and regular monitoring reports to the PMU Project Coordinator, analyze progress and performance as well as highlight areas of concern; and prepare the documentation for review by the Technical Committee;
  • Be responsible for the mid-term review report;
  • Assist in establishing a system of conducting any required baseline surveys required by Directorates and provide technical support to enable them meet their monitoring and evaluation needs.
  • Prepare periodic reports of monitoring and evaluation undertaken and present and disseminate results through workshops.
Person Specification

The successful candidate will:
  • Have a first degree in Architecture or equivalent from an accredited university. A relevant Masters Degree will be an added advantage;
  • Have a minimum of 10 years hands-on experience in a similar position in project/program monitoring and evaluation,
  • Have the ability to use management information systems as an added advantage;
  • Demonstrate capacity to develop and oversee implementation of monitoring and evaluation plans, survey and data analysis and report writing;
  • Have proven ability in conducting operations research, impact assessments, work plans and budgeting, project/program monitoring and evaluation, documentation and advocacy;
  • Have sound IT knowledge including statistical applications.
3. Project Communications/Public Relations Officer (PRO)

General

The PRO will work under the supervision and direction of the Project Coordinator.

The main purpose of communications is to ensure availability of information on implementation progress, accountability, values, and clarity on objectives and impacts of the project. 
PRO will involve a systematic collection and assessment of information related to the ongoing activities of the project, including getting feedback from people internally and externally and to generate information that will assist the Project Coordinator and the Technical Committee understand the general views of the stakeholders to enable them make rational decisions and accurate inward/outward communications during implementation of the project.

Duties

More specifically the PRO expert will carry out the following tasks:
  • Identify effective channels of dissemination of information products to relevant target audiences and supervise distribution;
  • Provide technical support to the PMU and other project consultants in developing proper communication strategy while conducting different project activities (trainings, workshops, stakeholder consultations, arrangements of study tour, preparation of knowledge products, etc.);
  • Advise the Project Coordinator on the needs for any communication and outreach activities;
  • Support and provide guidance to the preparation of annual communication plans including budgets, planning, and implementation of campaigns;
  • Support in identifying success stories and other themes that can be used in communication campaigns and making the stakeholders understand the improvements the Judiciary is making in its performance improvements;
  • Proofread and fine-tune texts and materials to make them understandable and interesting to the targeted audiences;
  • Prepare information pamphlets for distribution to the general public to educate them on the roles and working relations with the Judiciary;
  • Act as focal point for preparation and establishment of meetings, workshops and seminars.
Person Specification

The successful candidate will:
  • Have a first degree in Mass Communication, Communication Studies, Information Sciences, Public Relations, International Relations, Journalism, Social Sciences or any other approved equivalent qualifications from a recognized university.
  • Have served as a Communications Officer or in a comparable and relevant position for a minimum period of three ( 3) years;
  • A clear understanding of the working of the media and socio-political environment in Kenya;
Core competencies

In addition to the job-specific requirement given above all candidates must possess the following core competencies:-
  • Excellent planning and organizational skills;
  • Excellent communication skills with the ability to prepare and present concise oral and written reports;
  • Have strong leadership skills;
  • Have clear understanding of the role of the Judiciary in realizing the demands of the Constitution, Vision 2030 goals and other policy documents of Judiciary;
  • Have good Information Communication Technology skills for word processing, spread sheets, presentation, communication and reporting skills;
  • Have the ability to work under minimal supervision;
  • Should demonstrate a high degree of integrity, initiative, flexibility, judgment, and reliability;
  • Have proven capacity for intellectual and operational leadership,
  • Have strong interpersonal and communication skills and demonstrated ability to work in a team.
Duration of Contracts

The overall duration of the contracts will be thirty six (36) months renewable annually.
The contract may be extended up to the end of the project life (approximately 60 months) subject to performance.

  • A Law Degree from any recognized university;
  • A Diploma from the Kenya School of Law or an exemption by the Council of Legal Education;

  • Proficiency in computer applications;

For appointment to the position of Legal Researcher, an applicant must be in possession of the following minimum qualifications:-

Vacancy for the Position of Chairperson of the Board of the Independent Policing Oversight Authority

Number of Vacancies: 1

For appointment as Chairperson of the Board of the Independent Policing Oversight Authority, a person should:

(i) possess a degree from a university recognized in Kenya;

(ii) be qualified to be appointed as a Judge of High Court in Kenya pursuant to the provisions of Article 166 (5) of the Constitution which stipulates that each judge of the High Court shall be appointed from among persons who have:

(a) At least ten years’ experience as a superior court judge or professional qualified magistrate;

or

(b) At least ten years’ experience as a distinguished academic or legal practitioner or such experience in other relevant legal field;

or

(c) Held the qualifications specified in paragraphs (a) and (b) for a period amounting, in the aggregate, to ten years.

(iii) meet the requirements of Chapter Six of the Constitution.

Please Note:

(i) Good knowledge of Government systems will be an added advantage.

(ii) According to the second schedule of Independent Policing Oversight Authority Act, 2011 the
Board shall meet not less than 4 times in every financial year.

(iii) In compliance with Section10 (2) of the Independent Policing Oversight Authority Act, No. 35 of 2011, a person does not qualify for nomination and appointment as Chairperson of the Board if he/she:

is a serving police officer or has retired in the last five years.
has been convicted of any offence involving dishonesty or any other for which they have been sentenced to imprisonment without the option of a fine.
holds office in a political party.
is a member of parliament.
is an undischarged bankrupt.
is mentally incapacitated to perform the functions of the Board.

(iv) The names of all applicants and those shortlisted for the post shall be published in the print media after the closure of the advert.

(v) Shortlisted candidates may be required to submit additional information and will be subjected to a public interview process.

(vi) The salary and benefits for these positions shall be determined by the Salaries and Remuneration Commission.

(vii) The chairperson shall hold office for one term of six (6) years.

Vacancies in the Positions of Commission Secretary/ Chief Executive Officer and Deputy Commission Secretaries

The Independent Electoral and Boundaries Commission (IEBC) is an independent Constitutional Commission established under Article 88 of the Constitution of Kenya.

The Commission is responsible for conducting or supervising referenda and elections to any elective body or office established by the constitution and any other elections as prescribed by an Act of Parliament and in particular for:

(a) the continuous registration of citizens as voters;

(b) the regular revision of the voters’ roll;

(c) the delimitation of constituencies and wards in accordance with the Constitution;

(d) the regulation of the process by which parties nominate candidates for elections;

(e) the settlement of electoral disputes, including disputes relating to or arising from nominations, but excluding election petitions and disputes subsequent to the declaration of election results;

(f) the registration of candidates for election;

(g) voter education;

(h) the facilitation of the observation, monitoring and evaluation of elections;

(i) the regulation of the amount of money that may be spent by or on behalf of a candidate or party in respect of any election;

(j) the development and enforcement of a code of conduct for candidates and parties contesting elections;

(k) the monitoring of compliance with the legislation required by Article 82 (1) (b) of the Constitution relating to nomination of candidates by parties;

(l) the investigation and prosecution of electoral offences by candidates, political parties or their agents pursuant to Article 157(12) of the Constitution;

(m) the use of appropriate technology and approaches in the performance of its functions;

(n) such other functions as are provided for by the Constitution or any other written law.

The Independent Electoral and Boundaries Commission (IEBC) is committed to upholding national values and principles of governance as enshrined in Article 10 and the values and principles of public service in Article 232(1) and (2) of the Constitution.

These values and principles are fundamental to the mandate of IEBC in ensuring credible, transparent, free and fair elections.

Pursuant to the provisions of Articles 248(2), 250 (12) and 252(1) (c) of the Constitution of Kenya and Sections 10(1), 11 and 12 of the Independent Electoral and Boundaries Commission (IEBC) Act of 2011, the Commission hereby invites applications for the positions of Commission Secretary/ Chief Executive Officer and Deputy Commission Secretaries.

I. Commission Secretary / Chief Executive Officer

Functions and Duties of Commission Secretary

The Secretary shall, in the performance of the functions and duties of office, be responsible, answerable and report to the Commission.

The Secretary shall be the Chief Executive Officer and the Accounting Officer of the Commission.

The Secretary shall ensure the implementation of the Commission’s decisions, policies and programmes.

Specifically the secretary shall be responsible for:
  • providing requisite leadership to the secretariat to ensure the Commission attains high level of professionalism and ethical standards in its entire mandate policies and programmes;
  • heading the Secretariat which shall perform the day to day administrative functions of the Commission;
  • preparing the Commission’s annual plans and estimates;
  • overseeing financial and administrative management of the Commission;
  • driving the Commission’s vision and mission through the implementation of its strategic plan;
  • mobilizing and managing the resources of the Commission to achieve its core mandate;
  • assignment of duties and supervision of all employees of the Commission;
  • facilitating, co-coordinating and ensuring execution of Commission’s mandate;
  • ensuring staff compliance with public ethics and values;
  • all the Commissions documents as the chief custodian; and
  • the performance of such other duties as may be assigned by the law and Commission.
Qualifications, Skills and Experience for Appointment
  • be a citizen of Kenya;
  • holds a degree from a recognized university;
  • have at least five years’ proven relevant experience at management level in either: electoral matters, management, finance, governance, public administration, law, political science;
  • Masters Degree in any relevant field will be an added advantage;
  • must be computer literate;
  • meets the requirements of Chapter Six of the Constitution.
Duration of Service

The secretary shall hold office for a term of five years but shall be eligible for re-appointment for one further term of five years.

II. Deputy Commission Secretary (Operations)

The Deputy Commission Secretary (Operations) is one of the deputies to the Commission Secretary/CEO in the management of the Secretariat and is responsible for direct supervision of the core functions including voter registration, electoral operations, voter education, political party liaison and related activities.

A key part of this role is ensuring synergy within the support functions to deliver results.

Functions and Duties of the Deputy Commission Secretary (Operations)
  • Responsible for planning the electoral cycle and operational planning of electoral events.
  • Responsible for the management and coordination of the Commission’s regional electoral offices.
  • Monitor and ensure the effective and efficient performance of core functions including; voter education, voter registration, boundary databases, electoral operations and electoral dispute resolution.
  • Responsible for integration of appropriate technology in electoral operations and processes.
  • Advising on the electoral cycle planning and management including development of proposals for reforms and change initiatives.
  • Overseeing the development of a voter registration plan, structures and processes to deliver a certified and credible National Voter Register.
  • Overseeing the development of voter education plans, strategies and collaborations.
  • Coordinating the development of the electoral calendar and manage its execution.
  • Overseeing electoral logistics, warehouse management for the Headquarter and the regions.
  • Working closely with the Commission Secretary/CEO and Deputy Commission Secretary (Support Services) to ensure synergy in order todeliver results
  • Perform such other duties that maybe assigned by the Commission.
Qualifications, Skills and Experience for Appointment
  • Be a citizen of Kenya;
  • Holds a degree from a recognized University in Social Sciences, Public, Finance, Law, Business Administration or any other degree in any other related and relevant field;
  • have at least five years’ proven relevant experience at senior management level with a demonstrated track record in delivering significant strategic initiatives;
  • Proven experience or a strong appreciation of electoral administration or electoral reform is mandatory;
  • Masters Degree in any relevant field will be an added advantage;
  • Must be computer literate.
Duration of Service

The Deputy Commission Secretary (Operations) shall hold office for a term of five years but shall be eligible for re-appointment for one further term of five years.

III. Deputy Commission Secretary (Support Services)

The Deputy Commission Secretary (Support Services) is one of the deputies to the Commission Secretary/CEO to the in the management of the Secretariat and is responsible for direct supervision of the support functions of the Commission which includes human resources, financial services, legal, ICT services, research and Development services.

  • Responsible for the management and coordination of the Commission’s support services functions.

Integrity Clearance

d) Director of Public Prosecutions (DPP)

Functions and Duties of the Deputy Commission Secretary (Operations)
  • Responsible for planning the electoral cycle and operational planning of electoral events.

Functions and Duties of the Deputy Commission Secretary (Support Services)
  • Responsible for the day-to-day professional management of the Commission’s support services functions.
  • Responsible for the management and coordination of the Commission’s support services functions.
  • Overseeing the Commission’s procurement and warehousing functions and ensure compliance with the Public Procurement and disposal regulations.
  • Providing strategic direction in the performance of the Commission’s support function and operations and ensure periodic reporting.

The Independent Electoral and Boundaries Commission (IEBC) is an independent Constitutional Commission established under Article 88 of the Constitution of Kenya.

The Commission is responsible for conducting or supervising referenda and elections to any elective body or office established by the constitution and any other elections as prescribed by an Act of Parliament and in particular for:

(a) the continuous registration of citizens as voters;

(b) the regular revision of the voters’ roll;

(c) the delimitation of constituencies and wards in accordance with the Constitution;

(d) the regulation of the process by which parties nominate candidates for elections;

(e) the settlement of electoral disputes, including disputes relating to or arising from nominations, but excluding election petitions and disputes subsequent to the declaration of election results;

(f) the registration of candidates for election;

(g) voter education;

(h) the facilitation of the observation, monitoring and evaluation of elections;

(i) the regulation of the amount of money that may be spent by or on behalf of a candidate or party in respect of any election;

(j) the development and enforcement of a code of conduct for candidates and parties contesting elections;

(k) the monitoring of compliance with the legislation required by Article 82 (1) (b) of the Constitution relating to nomination of candidates by parties;

(l) the investigation and prosecution of electoral offences by candidates, political parties or their agents pursuant to Article 157(12) of the Constitution;

(m) the use of appropriate technology and approaches in the performance of its functions;

(n) such other functions as are provided for by the Constitution or any other written law.

Functions and Duties of Commission Secretary

The Secretary shall, in the performance of the functions and duties of office, be responsible, answerable and report to the Commission.

The Secretary shall be the Chief Executive Officer and the Accounting Officer of the Commission.

The Secretary shall ensure the implementation of the Commission’s decisions, policies and programmes.

Specifically the secretary shall be responsible for:
  • providing requisite leadership to the secretariat to ensure the Commission attains high level of professionalism and ethical standards in its entire mandate policies and programmes;
  • heading the Secretariat which shall perform the day to day administrative functions of the Commission;
  • preparing the Commission’s annual plans and estimates;
  • overseeing financial and administrative management of the Commission;
  • driving the Commission’s vision and mission through the implementation of its strategic plan;
  • mobilizing and managing the resources of the Commission to achieve its core mandate;
  • assignment of duties and supervision of all employees of the Commission;
  • facilitating, co-coordinating and ensuring execution of Commission’s mandate;
