Background Information and Project Summary
 

TLDP II (Turkana Livestock Development Program) was a program funded by the Belgian Survival Fund in Turkana.
 

It was implemented from 2005 to February 2011 in Turkana Central and South districts, in Lokichar, Katilu, Kaputir, Kangakipur, Nakaalei and Lochwaa divisions. It was the follow-up of TLDP I, which was implemented, between 1999 and 2004, in the central parts of Turkana county, mainly in the divisions of Loima, Pelekech, Turkwel, and Kerio.
 

Both projects were funded by the Belgium Survival Fund (BSF) with co-funding from DFID, FAO, EC and the Amelie foundation.
 

The main focus of TLDP II was to reduce vulnerabilities of Turkana pastoralists by addressing the challenges that were affecting the community, which include inadequate animal health services, poor access to water for people and livestock, inadequate access to markets for livestock and other products, and natural resource based conflicts.
 

These challenges are all the more critical in Turkana South, where indigenous populations mainly depend on pastoralism and agro-pastoralism as a way of life.
 

In 2007 and 2008, the challenges were exacerbated by an epidemic of goat plague (PPR), which forced the District Veterinary Officer (DVO) to impose quarantine in order to reduce its spread. Then in 2009 and 2010, severe droughts harshly affected pastoralist populations too.
 

Overall objective of the program
 

The overall objective of the project was to improve livelihoods of vulnerable pastoral communities in the
Arid and Semi Arid Lands (ASAL).
 

Specific results of the program

1. Increase livestock productivity in vulnerable pastoralist communities in ASAL regions.
2. Increase access to potable water for pastoralists and their livestock in pasture potential areas of central and southern region of Turkana county
3. Improve the economic returns of pastoralist communities through increased marketing of livestock and livestock products.
4. Reduce the natural resource based conflicts amongst pastoralist communities in the Karamoja cluster through peace initiatives.
5. Promote viable and sustainable indigenous organizations, indigenous structures and local institutions, through partnership and capacity building.

Objectives of the Evaluation
 

The global objective of the consultancy is to describe and to assess the medium/long term effects and
impacts achieved by the program to measure the level of achievement of the global objective and specific
results.

In terms of major impact, the improvements regarding the level of food security and well-being of the
beneficiaries should also be measured.
 

Process and methodology
 

The process and methodology to be used has to be defined by the consultant under its technical offer but a
participatory approach will be expected with maximum stakeholder participation and appropriate involvement of local traditional and government leadership at all stages.
 

In case a survey questionnaire is to be used, the said questionnaire should be validated by VSF-B before
being used.
 

The number of days should allow enough time on the field but should not exceed 15 days in total. It should be finalised before November 30th 2012.
 

Key Activities

• Prepare a detailed work plan for the consultancy which outlines the methodology to be used and present to the VSF consortium for approval.
• Review existing related literature.
• In each of the project locations, gather all relevant information from communities, local authorities and other humanitarian/development actors.
• Present preliminary findings to area authorities and other humanitarian/development partners at the end of the fieldwork.
• Prepare a detailed draft report and debrief the VSF consortium in Nairobi on the main findings, making a power point presentation.

Expected Outputs

• Presentation of methodology, tools and workplan to the VSF Belgium before going to the field.
• One feedback workshops at Lodwar and Nairobi level for the project partners
• One final report to be accepted by VSF Belgium

Deliverables
 

A detailed final report inclusive of a separate two page summary will be presented to the VSF-B Regional
Director. The entire report and the proposal will be presented in English and will remain the property of
VSF Belgium. A hard copy and two soft copies must be submitted.
 

A draft documents (report and proposal) will be expected on November 23nd the latest and the final report
is expected 5 days after the comments from VSF Belgium.

The contents of the report shall be as follows:

• Executive summary (covering major findings, level of achievements of the indicators and recommendations).
• Background.
• Description of the objectives of the mission and execution methodology.
• Literature review
• Findings/results (description and assessment of the effects / impacts)
• Discussion
• Challenges
• Recommendations
• Conclusions and lessons learnt
• Annexes covering Terms of Reference, abbreviations, data collection formats and questionnaires used references, graphs, tables, etc.).

Responsibilities
 

The country director of Kenya will:

• Have overall responsibility and accountability for the mission,
• Ensure the overall coordination of the mission in conjunction with the project partners.

VSF Belgium will organize the logistic of the mission, and cover the transportation and accommodation costs of the consultant while in the field locations.
 

Qualifications
 

The consultant is expected to have the following attributes:

• Minimum five years experience working with drought affected pastoral communities.
• Minimum five years experience in participatory monitoring and evaluation of livelihood related programs
• A minimum of a Masters level of study (M. Sc. or M.A. degree), particularly in natural resources management, livestock production , agriculture and/or education is a must
• Someone with a Ph. D level is a definite advantage but emphasis is on relevant experience.
• Livestock health and/or production background.
• Excellent inter-personal, facilitation and writing skills.
• Excellent computer literacy.
• Ability to travel in extremely rough terrain in Kenya is a condition

Manage the program effectively by supporting staff through objective setting and mentoring, completing performance appraisals and promoting high morale and teamwork.
Oversee budgeting processes and closely monitor program expenditures.

Qualifications
