UNOPS is recruiting health system experts to be part of a multidisciplinary team (Health Systems Analysis Team - HSAT) aimed at strengthening Somali health systems through provision, analysis, management and dissemination of information to guide policy making and strategic planning. 
The information generated will be used by  Ministries of Health, donors and implementing partners for making evidence-based decisions while simultaneously increasing accountability for results. The HSAT has as its objectives:
  • Strengthening health sector management, monitoring and evaluation
  • Improving communication and dissemination of information on health and nutrition
  • Supporting coordination, harmonisation and alignment, and mutual accountability
  • Promoting capacity building within the Somali Health Sector
The foreseen composition of HSAT is a mix of health professionals with expertise in the following areas:  Public Health; Health Economics or Financing; Epidemiology; Health Policy and Planning; Human Resources Development and Management; Pharmacy; Medical Anthropology; and/or  related subjects.

HSAT members, in their respective competency areas, are expected to conduct situation analyses of the Somali health systems, identify the key issues to be addressed, identify need for and coordinate further studies/researches, propose alternative courses of action, lead consensus-building processes and provide assistance to health authorities and partners in formulating, implementing and monitoring health policies and strategies.

The duty station is in Nairobi with frequent travels to Somalia. The incumbent will report to the Health Systems Analysis Team Leader who is also based in Nairobi.

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.
Functional Responsibilities

Below are some of the functionalities.

HSAT team members, each in their respective area of competence, and in collaboration with the local Health Authorities and other health sector partners, are expected to:
  • Analyze the health sector. Collect and review existing information (studies, reports, etc.), interview key informants, study trends, identify gaps;
  • Identify areas needing further investigation and conduct/ coordinate relevant studies; steer and coordinate interventions of short-term international and local consultants;
  • Prepare and disseminate situation reports highlighting major issues to be addressed;
  • Conduct discussions with partners on findings and agree on priorities to be addressed. Suggest possible actions to be taken, highlighting implications, pros and cons of proposed actions;
  • Advocate for congruent action. Lead a consensus building process on actions based on the intelligence made available;
  • Advise partners upon request on policy and programmatic issues;
  • Strengthen counterparts’ capacity in health system analysis linked to policy decision-making;
  • Support the MOH to develop essential evidence-informed polices and strategic plans; provide assistance in their implementation and monitoring at the national and sub-national levels;
  • Assist counterparts in ensuring a fit between strategy and structure and reducing duplication and fragmentation;
  • Work with health partners to promote greater harmonization of health interventions and alignment with national health policies;
  • Assist counterparts in formulating sector strategies; defining goals, directions and spending priorities across services; identifying the roles of public, private and voluntary actors and the role of civil society;
  • Mentor development of HSAT counterparts embedded within MOHs of respective zones;
  • Prepare analyses, recommendations, briefing notes, and assessments for internal and client use;
  • Facilitate stakeholder consultation and meetings at the national and sub-national levels;
  • Provide technical assistance to relevant Health Sector Committee working groups.Perform other related duties as required.

  • Masters Degree in Health Economics or Financing/Health Policy and Planning/ Human Resources Development and Management/Medical Anthropology; or related subjects. 
  • Additional years of relevant work experience in combination with a relevant Bachelors degree may be considered in lieu of the Masters degree.   
  • Bachelors degree in Public Health/ Economics/ Pharmacy or related subjects   
  • Minimum 8 years of relevant and progressively responsible working experience in developing countries
  • Experience in working successfully with a variety of health sector stakeholders, particularly governments and development partners, but also private sector
  • Working experience in disrupted health sectors                              
Certifications
  • Prince2  or similar project management certification an asset

The Urban Youth Program Monitoring and Learning Coordinator will be responsible for managing CARE’s Urban Youth Program work in Somalia in a defined geographical area. 
S/he will contribute to strategic planning and ensure high quality, accountable and impactful program design and delivery of programs targeting vulnerable urban youth, with a focus on secondary education and livelihoods, to address underlying causes of poverty, vulnerability and marginalization that affect them.

Specific responsibilities:

The Secondary Education Advisor will provide overall technical expertise on secondary education under the Urban Youth program, including new large-scale EC-funded projects in Puntland and Somaliland. 
S/he will be responsible for developing education strategies, advising project teams, monitoring and reporting on progress, and coordinating and liaising with staff, partners, government ministry representatives and other stakeholders.

Specific responsibilities:  
Technical support, assessments and baselines, monitoring systems/tools and their use, implementation of secondary and teacher training activities, donor reporting and collaboration with MoE officials, consortium staff, community education committees, school heads, staff and other stakeholders.

Requirements:  
  • Master’s degree in Education or relevant field. Minimum 3 years’ experience working in Somalia or in the Horn of Africa in child-friendly and girls’ secondary education programming with partners.

International Hire - Puntland Education Project Coordinator for EC Consortium
Based in Garowe1 Puntland

The Puntland Education Project Coordinator will provide overall strategy leadership and direction for a three-year EC-funded project, managing a consortium comprising CARE, Save the Children, ADRA and VU Amsterdam University. 
S/he will work closely with the MoE in Puntland, consortium partners and other key stakeholders, overseeing project delivery, contract management and donor reporting.

Specific responsibilities: 
Project delivery (define working arrangements for consortium, monitor project activities and progress, oversee technical support to MoE, manage assessments, baselines, evaluations), consortium management (strategic guidance to and coordination with stakeholders, coordinate project management committee, representation), contract management, staff management (of technical assistants within MoE and senior project officer), monitoring and reporting.

International Hire - Pastoralist Technical Advisor for Consortium 
Based in Hargeisa, Somaliland

CARE and six other NGQs (Oxfam, WVI, ADRA, DRC, COOPI and ACF) in Somalia are initiating a consortium to build resilience among pastoralist, agro-pastoralist and peri-urban livelihoods, as a response to multiple droughts and last year’s famine. 
  • The position will provide technical lead in pastoralist resilience in the consortium, during inception and implementation. 
  • The position is initially for six months, based in Hargeisa, with travel to other parts of Somalia and Nairobi, with the intention to extend for full duration of program (3-5 years). 
  • S/he will provide technical support to consortium, ensuring innovation, harmonization of approaches, technical quality and coordination.
Specifics responsibilities: 
  • Program design (develop needs analysis and evidence base, draw lessons from consortium partners), technical support and program quality (provide regular updates/reports to CoP, develop and support M&E mechanisms), learning and policy development (support innovation, knowledge management, input on regional and global policy work).
Requirements:  
  • Master’s degree on livestock management, rangeland/dryland management, natural resource management or rural livelihoods.

International Hire - Peace-building and Governance Program Coordinator for Consortium
Based in Hargeisa, Somaliland 
CARE, DRC, IRC and UNICEF have developed a joint program to strengthen local governance and conflict management at the village level in Somaliland and Puntland (targeting village institutions and local representatives, including marginalized minorities, women and youth, to build skills in project management, financial management, conflict resolution, advocacy and leadership skills, as well as public speaking). 
This position will provide overall leadership for the implementation of the Consortium, overseeing the establishment and functioning of a joint Program Quality Unit to ensure harmonization and quality of interventions. 
S/he will be responsible for developing the overall program approach, guided by the proposal, bringing together technical expertise from each agency, and developing harmonized ways of working, tools and manuals.

Overall Job Purpose:
 
The assistant project coordinator will work closely with the Social Protection Rights Coordinator (SPRC) in the design, review and implementation of all aspects of the emergency component of the overall program in the county of Turkana with guidance from the Program Manager in Nairobi on policy and other critical issues.

Specific responsibilities include:
  • Contribute to the progressive design and review of emergency projects implemented in Turkana.
  • Ensure implementation of funded emergency projects as per donor guidelines, expectations and HelpAge policies and procedures.
  • Representing HelpAge at key local forums including DSG meetings, food security steering group meetings and others as necessary in the absence of the SPRC or as delegated.
  • Support field staff and partners in Turkana in relation to emergency response and DRR programmes, ensuring systems and procedures are followed ensuring regular monitoring of activity implementation through field visits.
  • Document experience gained in HelpAge’s emergency and DRR programmes at local level as well as other sources in order to share evidence and learning and disseminate good practise.
  • Develop collaborative and partnership operations with other operational agencies in order to mainstream response to the needs of older people.
  • Be involved in the organization of emergency and DRR trainings and other events organized in Turkana.
  • Support the setting up and functioning of an effective intergeneration complaints and feedback mechanism within the emergency projects to enhance accountability

Project Title: ECHO La Nina III Project
Position Title: Project Coordinator

Role

The Project Coordinator reports to the Country Director and his / her role is to coordinate and provide support to the ECHO La Nina III project in VSF Belgium sites, Turkana and Garissa
The project is implemented by a consortium of six partners led by Oxfam (ACTED, VS F-Germany,  Concern World Wide, Oxfam, VSF-Belgium, VSF-Switzerland) in Turkana, Garissa, Wajir, Pokot,  Samburu and Mandera counties.

The main interventions are geared towards strengthening resilience and preparedness in Arid lands by building on initiatives of other stakeholders including government and donor funded projects, including those funded by EC.
The project seeks to establish strong linkages with longer term interventions of all consortium partners involved in the project. 
The consortium approach seeks to ensure a harmonized approach that utilizes different skills and expertise of each partner whilst ensuring cost effectiveness and greater impact.

Main Responsibilities and Duties
Project Implementation
  • Support staff in Project implementation

I. purpose:  
The aim of this position is to provide logistical support to the Administration Department in the Central and East Africa Regional office. The Driver should comply with the CBM Vehicle Policy which will give guidelines in dealing with vehicles and documentation required.

II. Structure of Authority:

The incumbent will under the direct supervision of the Administration Assistant and overall supervision of the Administration Manager.

III. Core Responsibilities:
  • Drives staff members and official visitors for project-related trips, activities and assignments as requested; Facilitate the transfer of project visitors to/from their respective hotels to the office as well as airport transfers upon request; 
  • Collects and delivers mail or documents when required; 
  • To maintain an up-date record of the log book (mileage, destinations, times & passengers, maintenance) for each trip in the book provided; 
  • Uses his/her own initiative through security awareness of the operational area to avoid attacks on passengers; 
  • Acts as interpreter when carrying passengers who do not understand the local languages and whenever required;
  •  Responsible for the day-to-day maintenance of the assigned vehicle, checks oil, water, battery, brakes, tires, etc., performs minor repairs and arranges for other repairs and ensures that the vehicle is kept clean; 
  • Ensures that vehicle assigned is serviced and properly checked before undertaking a long drive; 
  • To uphold and abide by the Vehicle policy and local traffic rules and standards; 
  • Ensures that the steps required by rules and regulations are taken in case of involvement in an accident; 
  • To ensure that no unauthorized passengers are carried in the vehicle at any time without the required and approved authorization; 
  • To present proper receipts on any expenditure incurred on their vehicle to the Officer in charge;

About the role

As a member of the E Africa regional team, the Regional Humanitarian Operations Director will take shared responsibility for the transformation of the region to a new operating model whilst delivering

The Regional Humanitarian Operations Director will ensure and enable that Country Offices in the region 
  1. meet operating standards for preparedness; 
  2. grow their humanitarian programme portfolio and programming capacity; 
  3. respond effectively and efficiently to humanitarian crises; 
  4. access surge capacity, humanitarian management and DRR expertise from Members.
Key selection criteria
  • Emergency management track record including humanitarian field operations experience in both complex and rapid onset emergencies
  • Knowledge of international humanitarian systems, institutions and donors, and of procedures, accountability frameworks and best practices in emergency management
  • Experience of emergency preparedness and disaster risk reduction frameworks and approaches

About the role
