Applications are invited from suitably qualified persons to fill one vacancy of Member, National Gender and Equality Commission.

Requirements
 
1. The applicants must;
 
(a) Hold a degree from a university recognized in Kenya;
 
(b) Have knowledge and at least ten years’ experience in matters relating to any of the following fields-
 
(i) Law;
 
(ii) Public Administration;
 
(iii) Economics
 
(iv) Gender and Social development;
 
(v) Human Rights;
 
(vi) Management; or
 
(vii) Social Sciences;
 
(c) Have had a distinguished career in their respective fields; and
 
(d) Meet the requirements of Chapter Six of the Constitution.
 
2. A person shall not be qualified for appointment as Member if such person:-
 
(a) is a member of Parliament;
 
(b) is a member of the governing body of a political party;
 
(c) is a member of a local authority;
 
(d) is an undischarged bankrupt; or
 
(e) has been removed from office for contravening the provisions of the Constitution or any other law.
 
3. Duration of Appointment
 
One six-year non-renewable term.
 
4. Terms of Service
 
(i) Full-time;
 
(ii) Shall not hold any other office or employment for profit whether public or private; and
 
(iii) Remuneration and benefits will be as set by the Salaries and Remuneration Commission.

Key Outputs / Responsibilities
  • Assess current WV Kenya urban and external programs in Kenya and identify areas for growth, partnership and development
  • Analyze urban trends, monitor intergovernmental groups, UN organizations and NGOs to maintain up-to-date knowledge of urban programming.
  • Network, build and broker partnerships in international donor circles and research institutions to support WV field work and keep abreast of political developments nationally and in the region
  • Ensure the continuous exchange of information on achievements and best practice including via an Urban Learning Network and Events
  • Develop field urban capacity by establishing and coordinating an Urban Site of Learning in Kenya in consultation with the region and the Urban CoE.
  • Develop evidence based urban resource materials to enhance program quality and effectiveness in Kenya.
  • Collaborate with sectoral and ministry teams to prioritise urban poverty
  • Collaborate with marketing to develop new funding models suitable for urban contexts and support the National Office to target multi-lateral and grant funding sources.
  • Provide strategic advice to Kenya to develop their urban strategy and adequate representation of the urban context in the current WVK Strategy.
  • Explore and adapt new organizational processes to respond to the urban environment
Qualifications:  Education/Knowledge/Technical Skills and Experience:

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:
  • Educational level required:   Bachelor’s degree in any of the following areas: urban studies, political, economic, social or philosophical sciences, preferably in combination with international relations.
  • A master’s degree is preferable.
  • Experience:  A minimum of five years of relevant professional experience in urban programming and management issues, of which preferably at least three in INGOs.
  • Strong networker with contacts in Kenyan, donor circles and political knowledge
  • Sound understanding of urban theories, practice and programming.
  • Good analytical, research and negotiation skills.
  • Excellent written and oral communication skills.
  • Proven ability to plan and deliver work programs to agreed deadlines.
  • Good interpersonal skills and ability to establish and maintain effective relationships in a multi-cultural environment with sensitivity and respect for diversity and gender.

Preamble

The Ministry of State for Planning, National Development and Vision 2030 with the Assistance of UNDP under it’s Support to Kenya Vision 2030 Project wishes to recruit an advisor to be located in the Ministry’s headquarters.

Anticipated presence at Office: Full Time

I. Background

Kenya has made tremendous progress since 2003 with the implementation of the Economic Recovery Strategy for Wealth and Employment Creation. The strategy motivated the country to prepare a longer term plan, the Kenya Vision 2030.

The Vision is implemented in phases of 5-years, the first of which is covered by the First Medium Term Plan (MTP) of 2008-2012.

The Vision envisages transforming Kenya into a middle-income economy by 2030.

The Government is in the process of preparing the Second MTP covering the period 2013-2017.

This period is critical especially with the implementation of the new constitution promulgated in August 2010, which entrenches two tier government structures.

To assist the Government develop high level policy and sound develop strategy, the Ministry is putting in place the requisite technical capacity for the necessary policy formulation, analysis, coordination, implementation and monitoring.

In order to have effective leadership in this process, the Government has sought assistance from UNDP for a technical advisory service in the form of a Senior Development Policy Advisor who will be critical in steering the development of medium term strategies and capacities, as well as providing the necessary linkages with the key development partners working with the Government. The period for this assignment will be 18 months.

II. Scope of work

The Senior Development Policy Advisor, who will be based in the MOSPND&V2030 will be tasked primarily with the provision of high-level technical, strategy development and policy support and advice to the Government and other related institutions in the policy formulation, analysis, coordination, implementation and monitoring of the national development agenda including capacity building of staff at both national and county level.

In particular, the Advisor will:

i. Provide technical advice and policy development support to the Government and the three development Pillars in the implementation of Kenya Vision 2030 goals and objectives. Such assistance would center on their timely preparation, monitoring and dissemination of all relevant agreed-upon work plans and benchmarks especially the Second Medium Term Plan of the Vision 2030.

ii. Provide technical support in meeting any planning and development challenges arising in the implementation of the new constitution.

iii. Provide substantive leadership and technical direction in planning linkages between institutions steering the development agenda: namely Office of the President, Office of the Prime Minister, National Economic and Social Council, the Ministry and its Semi-Autonomous Agencies (KIPPRA, NEPAD, KNBS, and NCPD among others).

iv. Lead in the strengthening of the Ministry’s cooperation with Kenya’s international development partners, particularly the UN agencies to ensure more coherent and efficient use of donor funding, ensuring funding from partners is relevant (Vision 2030 aligned), timely in release, and effective in achieving the Government’s development objectives.

v. The Advisor will provide policy and technical advisory support to the Ministry and other line ministries as appropriate in the formulation and preparation of the Second Medium Term Plan of the Kenya Vision 2030 and its implementation and monitoring.

vi. The Advisor will support the ministry in providing building planning capacities of County level and other government institutions, including independent commissions.

vii. The Advisor will help to build the capacity of the planning ministry staff and key ministries through training workshops, seminars and coaching to facilitate the successful launch of the National Planning Authority Framework.

viii. The Advisor will prepare periodic economic outlook scenarios and ad hoc briefs to the Minister and the Permanent Secretary and key Government institutions on policy, planning, implementation and related development matters based on evidence-based assessments and research.

ix. The Advisor, working closely with the ministries, lead government institutions and development partners will support in developing their line of strategic thinking, including helping them build their line strategic capacities in planning matters and providing the requisite leadership in the implementation of agreed plans and flagship programmes/projects.

x. Working closely with relevant Ministries and Agencies, the Advisor will identity and facilitate on a continuing basis, concrete and practical opportunities for cross- fertilization/exchange of ideas with other countries, especially those in South-South Cooperation. He/She will identify time-tested best practices that may benefit Kenya.

III. Reporting and Tracking Progress

The Senior Policy Development Advisor shall present a summary of the initial assessment of the activities to be carried out, including a detailed activity schedule with a time bound implementation plan for the duration of the engagement.

In addition, the Advisor shall hold quarterly meetings to present highlights of his/her accomplishments in line with the agreed actions as per the work and reporting standards set by MOSPND&V2030.

The quarterly meetings will be chaired by the Permanent Secretary which will be attended by a representative from UNDP. The reports will be shared with UNDP to facilitate any changes that might be required in the course of the assignment. It is the responsibility of the Advisor to ensure the quarterly meetings are held.

IV. Deliverables

The SPDA is expected to deliver the following:

Quarterly reports prepared and presented to the Permanent Secretary and UNDP
Periodic economic outlook scenarios and ad hoc briefs to the Minister and Permanent Secretary on policy, planning and development related matters, based on evidence-based assessments;
Formulated and launched the Second Medium Term Plan of the Vision 20303;
Spearhead the finalization and launch of the National Planning Commission;
Strengthened strategic policy and planning actions at Ministries, key government institutions and county Governments;
Established good working relationships with government institutions by having a communication strategy in place;
Established key linkages with research institutions and development partners to build research skills of the ministry staff;
Set and achieve capacity building goals and indicators, agreed with the staff and the Permanent Secretary and UNDP

V: Qualifications

PhD with an additional 15 years of relevant work experience in social sciences, or public policy or public administration
A minimum of 15 years of work experience in governance and planning policy environment
Substantive and demonstrated ability to coach individuals and groups
Leadership skills
Be an analytic thinker, strategic, able to write policy papers and reports
Good interpersonal skills with people from different backgrounds and institutions
Ability to create and maintain working relationships with development partners
Skills to monitor and evaluate the work of governance and planning ministries
Ability to set priorities and work independently
Excellent oral and written communication skills
Political and diplomatic skills
Ability to interpret trends in governance and developmental reform issues
Experience working in a developing country context, ideally in Africa and. Cultural sensitivity;
Fluency in English

Terms and Conditions

III. Reporting and Tracking Progress

The Senior Policy Development Advisor shall present a summary of the initial assessment of the activities to be carried out, including a detailed activity schedule with a time bound implementation plan for the duration of the engagement.

In addition, the Advisor shall hold quarterly meetings to present highlights of his/her accomplishments in line with the agreed actions as per the work and reporting standards set by MOSPND&V2030.

The quarterly meetings will be chaired by the Permanent Secretary which will be attended by a representative from UNDP. Number of Vacancies: 1

For appointment as Chairperson of the Board of the Independent Policing Oversight Authority, a person should:

(i) possess a degree from a university recognized in Kenya;

(ii) be qualified to be appointed as a Judge of High Court in Kenya pursuant to the provisions of Article 166 (5) of the Constitution which stipulates that each judge of the High Court shall be appointed from among persons who have:

(a) At least ten years’ experience as a superior court judge or professional qualified magistrate;

or

(b) At least ten years’ experience as a distinguished academic or legal practitioner or such experience in other relevant legal field;

or

(c) Held the qualifications specified in paragraphs (a) and (b) for a period amounting, in the aggregate, to ten years.

(iii) meet the requirements of Chapter Six of the Constitution.

(i) Good knowledge of Government systems will be an added advantage.

(ii) According to the second schedule of Independent Policing Oversight Authority Act, 2011 the
Board shall meet not less than 4 times in every financial year.

(iii) In compliance with Section10 (2) of the Independent Policing Oversight Authority Act, No. 35 of 2011, a person does not qualify for nomination and appointment as Chairperson of the Board if he/she:

is a serving police officer or has retired in the last five years.
has been convicted of any offence involving dishonesty or any other for which they have been sentenced to imprisonment without the option of a fine.
holds office in a political party.
is a member of parliament.
is an undischarged bankrupt.
is mentally incapacitated to perform the functions of the Board.

(iv) The names of all applicants and those shortlisted for the post shall be published in the print media after the closure of the advert.

(v) Shortlisted candidates may be required to submit additional information and will be subjected to a public interview process.

(vi) The salary and benefits for these positions shall be determined by the Salaries and Remuneration Commission.

Mid-Term Review of Amkeni Wakenya’s Programme - UNDP Consultany Opportunity Re Advertisement

1. Background

UNDP Kenya and Development Partners have established a Civil Society Democratic Governance (CSDG) Facility (also known as “Amkeni WaKenya” or “The Facility”), under the UNDP Country Programme Action Plan.

The CSDG Facility, under the Democratic Governance Unit, has an objective to support the country in its efforts to uphold democratic governance, human rights and the rule of law through enhanced empowerment of the people and strengthening of relevant governance institutions.

This objective demands a focus on improved capacity of citizens to demand application of the law, upholding of basic rights of citizens, access to justice, promoting participation and inclusiveness, and ensuring the government’s accountability to citizens through the entrenchment of democratic governance in the country.

The Facility aims at providing support to civil society organizations working on the demand side of promoting democratic governance, and the protection and promotion of human rights in Kenya.

2. The Task

Amkeni WaKenya is seeking Consultancy firm to undertake a Mid-Term Review of the Amkeni
WaKenya Programme for the period between July 2008 and December 2011.

This evaluation will entail a desk review, as well as visit to grantees across Kenya to measure, evaluate and ascertain the level of engagement, impact, implementation plans of partners, and whether these reflect value for money

3. Qualifications, Skills & Experience

Qualification requirements for the Consultancy Firm

A minimum of five (5) years of solid experience in undertaking evaluations and impact assessments of large scale donor-funded projects preferably in the field of democratic governance in Kenya or East African region

Designate a Lead Consultant with the following qualifications:

A PhD in social sciences or a Master’s degree in political science, law or social sciences with ten (10) years post qualification experience in the relevant field.

Designate an evaluation team to work under the Lead Consultant with good credentials and qualifications in the following areas:

Masters degree in Law, political science, public administration or social sciences
At least 7 years of professional experience in the area of democratic governance

4. Duration of the consultancy

The Consultancy runs for a period of 45 Working days from the date of contracting.
