UNOPS is recruiting health system experts to be part of a multidisciplinary team (Health Systems Analysis Team - HSAT) aimed at strengthening Somali health systems through provision, analysis, management and dissemination of information to guide policy making and strategic planning. 
The information generated will be used by  Ministries of Health, donors and implementing partners for making evidence-based decisions while simultaneously increasing accountability for results. The HSAT has as its objectives:
  • Strengthening health sector management, monitoring and evaluation
  • Improving communication and dissemination of information on health and nutrition
  • Supporting coordination, harmonisation and alignment, and mutual accountability
  • Promoting capacity building within the Somali Health Sector
The foreseen composition of HSAT is a mix of health professionals with expertise in the following areas:  Public Health; Health Economics or Financing; Epidemiology; Health Policy and Planning; Human Resources Development and Management; Pharmacy; Medical Anthropology; and/or  related subjects.

HSAT members, in their respective competency areas, are expected to conduct situation analyses of the Somali health systems, identify the key issues to be addressed, identify need for and coordinate further studies/researches, propose alternative courses of action, lead consensus-building processes and provide assistance to health authorities and partners in formulating, implementing and monitoring health policies and strategies.

The duty station is in Nairobi with frequent travels to Somalia. The incumbent will report to the Health Systems Analysis Team Leader who is also based in Nairobi.

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.
Functional Responsibilities

Below are some of the functionalities.

HSAT team members, each in their respective area of competence, and in collaboration with the local Health Authorities and other health sector partners, are expected to:
  • Analyze the health sector. Collect and review existing information (studies, reports, etc.), interview key informants, study trends, identify gaps;
  • Identify areas needing further investigation and conduct/ coordinate relevant studies; steer and coordinate interventions of short-term international and local consultants;
  • Prepare and disseminate situation reports highlighting major issues to be addressed;
  • Conduct discussions with partners on findings and agree on priorities to be addressed. Suggest possible actions to be taken, highlighting implications, pros and cons of proposed actions;
  • Advocate for congruent action. Lead a consensus building process on actions based on the intelligence made available;
  • Advise partners upon request on policy and programmatic issues;
  • Strengthen counterparts’ capacity in health system analysis linked to policy decision-making;
  • Support the MOH to develop essential evidence-informed polices and strategic plans; provide assistance in their implementation and monitoring at the national and sub-national levels;
  • Assist counterparts in ensuring a fit between strategy and structure and reducing duplication and fragmentation;
  • Work with health partners to promote greater harmonization of health interventions and alignment with national health policies;
  • Assist counterparts in formulating sector strategies; defining goals, directions and spending priorities across services; identifying the roles of public, private and voluntary actors and the role of civil society;
  • Mentor development of HSAT counterparts embedded within MOHs of respective zones;
  • Prepare analyses, recommendations, briefing notes, and assessments for internal and client use;
  • Facilitate stakeholder consultation and meetings at the national and sub-national levels;
  • Provide technical assistance to relevant Health Sector Committee working groups.Perform other related duties as required.

  • Bachelors degree in Public Health/ Economics/ Pharmacy or related subjects   
  • Minimum 8 years of relevant and progressively responsible working experience in developing countries
  • Experience in working successfully with a variety of health sector stakeholders, particularly governments and development partners, but also private sector
  • Working experience in disrupted health sectors

The Project goal is to strengthen and expand public health laboratory systems and develop indigenous capacity in Kenya to support HIV prevention, treatment and care as part of the Presidents Emergency Plan for AIDS relief.

Technical Director / Deputy Project Director
 
The Technical Director /Deputy Project Director will lead, direct, mentor and monitor the team of local technical laboratory staff carrying out approved activities to strengthen laboratory systems and services in Kenya in order to support and improve HIV/AIDS, tuberculosis and malaria programs. 
In collaboration with the Project Director, s/he will contribute significantly to providing the overall vision, strategic direction and state-of-the-art technical approaches for the project.
 
Roles & Responsibilities
  • Lead and supervise the project technical activities to ensure that the work is technically and logistically sound, collaborative, timely, and is conducted in line with the donor-approved project work plan and budget.
  • Ensure that technical work plans and budgets and individual staff action plans are developed and implemented in a timely manner and that the various activities and outputs are clearly linked to the overall project performance monitoring plan.
  • Supervise the laboratory technical staff, as assigned.
  • Act as the main point of contact for the subcontractor and short term consultants. S/he will oversee their performance.
  • Work closely with the Project Director to prepare and present annual and quarterly project progress and technical reports to MSH, CDC/USG, MOH and other partners.
  •  In partnership with the Project Director, meet regularly with senior Government of Kenya officials, CDC, collaborating partners, and other stakeholders to share progress, accomplishments and challenges and to advocate and ensure technical assistance activities result in skills transfer in sustainable ways.
  • Consult frequently with CDC on the current and future strategic direction of the project.
Qualifications and Experience
 
The ideal candidate should have a medical or science degree from a recognized university, plus a higher qualification (Doctoral or Master’s Degree) in clinical pathology, microbiology, public health or related field.

Clinical Pathologist, Laboratory Scientist or Public Health professional, with at least 8 years’ relevant working experience at a senior level in managing clinical and public health laboratories essential. 
S/he must be registered with the appropriate regulatory authority such as the Kenya Medical Practitioners’ and Dentists Board , Kenya Medical Laboratory Technicians’ and Technologists’ Board ( KMLTTB).
 
Experience in implementing and managing CDC, USAID, WHO, GFATM or other donor-funded health projects related to laboratory systems development is preferred. 
Ability to guide strategy development, manage technical implementation of projects and lead a team as well as ability to supervise mentor and coach other project staff.
 
Demonstrated ability to work independently as well as in collaboration with colleagues and partners, and strong commitment to managing and meeting competing deadlines. 
Effective written and verbal communication skills are required.
S/he should have ability to advocate and bring about consensus with senior government officials and numerous stakeholders.
 
The ideal candidate should be computer literate and willing and available to travel extensively within Kenya and elsewhere as required.

Summary of Responsibilities

  • Coordinate at the field level the execution of the project budget expenditures in line with the approved budget
  • Compile and analyse accounting reports, records and other data to maintain expenditure controls and also determine the financial resources required to implement specific programmes
  • In consultation with the branch coordinator, ensure timely request of funds from the HQ and disbursement of funds according to the planned activities
  • Receive cash or banker’s cheques, recording financial transactions, counting money to verify amounts and issuing receipts for funds received.

Center for Reproductive Rights Regional Director for Africa Job Vacancy

Its mission is straightforward and ambitious: to advance reproductive freedom as a fundamental right that all governments are legally obligated to protect, respect and fulfill. 
The Center is unmatched as a reproductive rights organization in its expertise on U.S. constitutional law, comparative law and international human rights law.

The Center works across the globe on issues including access to life-saving obstetrics care, contraception, abortion services and comprehensive sexuality information, as well as the prevention of forced sterilization and female genital mutilation (FGM). 
It has brought groundbreaking cases before national courts, U.N. committees and regional human rights bodies. It has built the legal capacity of women's rights advocates in over 50 countries.

The Center is governed by a 20-person Board of Directors and employs more than 100 professionals from Chile, Colombia, Croatia, Kenya, Korea, Nepal, Nigeria, the Philippines, Slovakia, Sweden and the U.S.

Position Summary and Responsibilities: The Center is seeking a seasoned strategic program and operations professional to oversee and develop the work of the Africa Program. 
The Regional Director for Africa will be based in Nairobi and work under the supervision of the Director of the Global Legal Program who is based in New York.  
The Regional Director will supervise a Regional Manager, Legal Adviser, and Office Manager in Nairobi. 
 In addition, s/he will manage a Legal Adviser and Legal Assistant in the US.
 
Specific responsibilities include, but are not limited to the following:
  • Manage the Africa program, including all aspects of program planning and implementation, financial management, and administrative oversight.
  • Design and develop the regional work plan, as it relates to focus countries in the region and the UN, in accordance with the strategic plan.
  • Oversee and monitor successful implementation of the regional work plan, and recommend changes to the plan as needed.
  • Develop and implement short and long-range advocacy and litigation strategy for the Center's work in Africa.
  • Identify potential strategic litigation cases in collaboration with partner organizations.  
  • Develop factual records and pleadings, research and write legal memoranda, amicus curiae and case briefs on transnational and international and regional human rights law and claims for use in national and/or international and regional fora.
  • Provide technical assistance to NGOs, government and parliamentary officials, and other stakeholders on law reform processes at the national level and produce relevant legal and advocacy materials.
  • Support the design and implementation of wider institutional and Global Program priorities, as appropriate (e.g., coordinating or supporting an intra or inter-departmental initiative).
  • Develop and implement annual regional program budget and monitor spending.

Overall Candidate Requirements:

  • A law degree and at least seven years of experience as a manager working on legal or human rights strategies. 
  • Substantial knowledge of the UN and the African regional systems; familiarity with international and regional human rights law.

Project (TLDP II)
 
Background Information and Project Summary
 
TLDP II (Turkana Livestock Development Program) was a program funded by the Belgian Survival Fund in Turkana.
 
It was implemented from 2005 to February 2011 in Turkana Central and South districts, in Lokichar, Katilu, Kaputir, Kangakipur, Nakaalei and Lochwaa divisions. It was the follow-up of TLDP I, which was implemented, between 1999 and 2004, in the central parts of Turkana county, mainly in the divisions of Loima, Pelekech, Turkwel, and Kerio.
 
Both projects were funded by the Belgium Survival Fund (BSF) with co-funding from DFID, FAO, EC and the Amelie foundation.
 
The main focus of TLDP II was to reduce vulnerabilities of Turkana pastoralists by addressing the challenges that were affecting the community, which include inadequate animal health services, poor access to water for people and livestock, inadequate access to markets for livestock and other products, and natural resource based conflicts.
 
These challenges are all the more critical in Turkana South, where indigenous populations mainly depend on pastoralism and agro-pastoralism as a way of life.
 
In 2007 and 2008, the challenges were exacerbated by an epidemic of goat plague (PPR), which forced the District Veterinary Officer (DVO) to impose quarantine in order to reduce its spread. Then in 2009 and 2010, severe droughts harshly affected pastoralist populations too.
 
Overall objective of the program
 
The overall objective of the project was to improve livelihoods of vulnerable pastoral communities in the
Arid and Semi Arid Lands (ASAL).
 
Specific results of the program
  1. Increase livestock productivity in vulnerable pastoralist communities in ASAL regions.
  2. Increase access to potable water for pastoralists and their livestock in pasture potential areas of central and southern region of Turkana county
  3. Improve the economic returns of pastoralist communities through increased marketing of livestock and livestock products.
  4. Reduce the natural resource based conflicts amongst pastoralist communities in the Karamoja cluster through peace initiatives.
  5. Promote viable and sustainable indigenous organizations, indigenous structures and local institutions, through partnership and capacity building.
Objectives of the Evaluation
 
The global objective of the consultancy is to describe and to assess the medium/long term effects and
impacts achieved by the program to measure the level of achievement of the global objective and specific
results.




In terms of major impact, the improvements regarding the level of food security and well-being of the
beneficiaries should also be measured.
 
Process and methodology
 
The process and methodology to be used has to be defined by the consultant under its technical offer but a
participatory approach will be expected with maximum stakeholder participation and appropriate involvement of local traditional and government leadership at all stages.
 
In case a survey questionnaire is to be used, the said questionnaire should be validated by VSF-B before
being used.
 
The number of days should allow enough time on the field but should not exceed 15 days in total. It should be finalised before November 30th 2012.
 
Key Activities
  • Prepare a detailed work plan for the consultancy which outlines the methodology to be used and present to the VSF consortium for approval.
  • Review existing related literature.
  • In each of the project locations, gather all relevant information from communities, local authorities and other humanitarian/development actors.
  • Present preliminary findings to area authorities and other humanitarian/development partners at the end of the fieldwork.
  • Prepare a detailed draft report and debrief the VSF consortium in Nairobi on the main findings, making a power point presentation.
Expected Outputs
  • Presentation of methodology, tools and workplan to the VSF Belgium before going to the field.
  • One feedback workshops at Lodwar and Nairobi level for the project partners
  • One final report to be accepted by VSF Belgium
Deliverables
 
A detailed final report inclusive of a separate two page summary will be presented to the VSF-B Regional
Director. The entire report and the proposal will be presented in English and will remain the property of
VSF Belgium. A hard copy and two soft copies must be submitted.
 
A draft documents (report and proposal) will be expected on November 23nd the latest and the final report
is expected 5 days after the comments from VSF Belgium.

The contents of the report shall be as follows:
  • Executive summary (covering major findings, level of achievements of the indicators and recommendations).
  • Background.
  • Description of the objectives of the mission and execution methodology.
  • Literature review
  • Findings/results (description and assessment of the effects / impacts)
  • Discussion
  • Challenges
  • Recommendations
  • Conclusions and lessons learnt
  • Annexes covering Terms of Reference, abbreviations, data collection formats and questionnaires used references, graphs, tables, etc.).
Responsibilities
 
The country director of Kenya will:
  • Have overall responsibility and accountability for the mission,
  • Ensure the overall coordination of the mission in conjunction with the project partners.
VSF Belgium will organize the logistic of the mission, and cover the transportation and accommodation costs of the consultant while in the field locations.
 
Qualifications
 
The consultant is expected to have the following attributes:
  • Minimum five years experience working with drought affected pastoral communities.
  • Minimum five years experience in participatory monitoring and evaluation of livelihood related programs
  • A minimum of a Masters level of study (M. Sc. or M.A. degree), particularly in natural resources management, livestock production , agriculture and/or education is a must
  • Someone with a Ph. D level is a definite advantage but emphasis is on relevant experience.
  • Livestock health and/or production background.
  • Excellent inter-personal, facilitation and writing skills.
  • Excellent computer literacy.
  • Ability to travel in extremely rough terrain in Kenya is a condition
