Monitoring & Evaluations Manager - Safe

Job Purpose

Provide management of the monitoring and evaluation (M&E) components of the regional Solutions for African Food Enterprises (SAFE) program, which will operate in Kenya, Malawi and Zambia, with potential to expand to other countries.

The Regional M&E Manager will work closely with the SAFE Program Director, other program and country management, as well as TechnoServe’s East Africa regional M&E Manager. 
S/he will be responsible for enabling evidence-based decisionmaking processes by program leadership, timely development of SAFE M&E systems, effective implementation of SAFE M&E activities and reporting on SAFE M&E results.

Minimum Requirements
  • Degree qualifications in business, economics, statistics or international development-related studies required;
  • At least 5 years of experience with M&E methods and approaches, including designing, planning, and implementing M&E systems, analyzing and reporting using a logical framework and other strategic planning approaches;

Job Purpose

Provide overall financial and administrative management of the regional SAFE project. 
The Accountant will work closely with respective program and country management, as well as TechnoServe’s East Africa and Southern Africa regional teams and headquarters’ finance team. 
S/he will be responsible for financial planning and oversight, accurate financial reporting and analysis, and ensuring compliance with organization and donor requirements.

Minimum Requirement
  • Degree qualifications in business, finance, or economic-related studies required;
  • CPA (K) or equivalent.
  • Minimum 5 years experience in mainstream accounting, 3 of which must be with an NGO
  • Strong financial management and analysis skills;
  • Personnel management experience with a good understanding of the local legal, labor, procurement, and general human resource laws and policies;
  • Excellent interpersonal and oral and written communication skills a must, Fluent in English;
  • Experience with international donors requiring high-levels of reporting data, USAID project experience preferred;

Job Purpose

Strengthening Rural Youth Development through Enterprise (STRYDE) program operates in Kenya, Uganda, and Rwanda with a goal of training 15,000 rural youth to increase their productive economic engagement.

Background:
The Hunger Safety Net Programme (HSNP) is a long term social protection programme in Kenya funded by UKaid from the Department for international Development, AusAID and in partnership with the ministry for Development OF Northern Kenya and other Arid Lands. The aim is to reduce extreme poverty; vulnerability and hunger and also develop a national social protection framework in Kenya. 
The programmes aims to achieve its objectives by delivering long-term guaranteed cash transfers to extremely poor and vulnerable households to improve access to food protect assets and reduce the impact of shocks.
HelpAge is one of the consultants that was mandated to deliver the social protection rights component in the just completed phase 1 of the HSNP programme and has been contracted to deliver the social protection rights component in phase 2 which will run from 2012 to 2017. 
The programme is being implemented in Wajir, Mandera, Marsabit and Turkana districts with HelpAge’s role in the programme being to promote the realization of rights of programme beneficiaries and the rights of the wider communities in all the four counties. It is expected that HelpAge will work with government institutions and other stakeholders to realise its objectives and ultimately handover its responsibilities to the government to ensure a sustainable rights based grievance mechanism.

Objective of Social Protection Rights Component
The objective of the Social Protection Rights project is to inform potential participants of their rights to participate in the Hunger Safety Net Programme (HSNP) and to provide a vehicle for addressing complaints and grievances that arise in the implementation process.
Further to this the programme will purpose to realise the rights of the communities in these counties
Overall Job Purpose
The post-holder will oversee the quality of the data collection to provide timely and relevant data analysis in support of programming decisions and reporting.

Responsibilities:
  • Ensure data collection by field monitors
  • Clean up and capture of data collected by the field teams
  • Provide a county quantitative report on a timely basis
  • Carry out systematic supportive supervision of data collection to monitor performance and impact of the on-going HSNP-Social Protection Right Component and provide feedback to all relevant parties on the quality of the data collection and inputting.

Currently in the second year of a five-year study, WASH Benefits is collecting rigorous evidence on the health impacts of improved water, sanitation and hygiene practices, alongside improved nutrition in rural Kenya.
Low-cost technologies and behavior change communications strategies are being implemented to promote drinking water treatment, good sanitation practices, and hand washing with soap. 
The position offers an opportunity to gain first-hand field management experience in an organization undertaking cutting-edge development research. 
This position is located in Western Kenya, and the principal investigators are Clair Null and Michael Kremer. 
Responsibilities:

Working closely with the EAC Secretariat and the World Bank Group’s EAC Investment Climate Program, TradeMarkEastAfrica is looking to fill an initial 2-year position as Regional Integration Specialist (Capacity Building/Regulatory Quality) to deliver Investment Climate products in support of the EAC Common Market implementation process. 
The position will be based in Arusha, Tanzania.
 
Duties and Accountabilities
 
The successful candidate is expected to support and facilitate activities aiming at improving regulatory capacities of the EAC Secretariat, and to ensure that technical advice provided through the World Bank Group’s EAC Investment Climate Program is well imbedded into EAC structures and processes. 
Specifically, the successful candidate will:
  • Contribute to development and management of a regulatory capacity building package for the EAC Secretariat and help EAC integration stakeholders reform key aspects of the region’s business environment necessary for the common market to achieve its objectives. This includes design of strategies to ensure better regulation, development of management capacity on regulation, and a regulatory impact assessment system for EAC.
  • Contribute to the preparation of a Regulatory Reform Strategy for the EAC that is adopted by the Secretariat and the Council, and the possible creation of an EAC Group on Better Regulation.
  • Develop a systematic, meaningful, and targeted processes of stakeholder consultation that provide a quality check and promote constructive dialogue on options and impacts of EAC-level actions
  • Initiate a training program in good regulatory practices in a Common Market to build awareness and skills among Secretariat staff and other EAC institutions.
  • Contribute to development of management capacity (a dedicated Better Regulation Unit) to oversee and promote regulatory quality in the Secretariat and promote implementation of a pro-market regulatory strategy across EAC institutions.
  • Contribute to the development Regulatory Impact Assessment framework to provide basic information on the need and impacts of proposed new regional regulation.
  • Perform other duties directly connected to the implementation of the EAC Investment Climate Program.
The position requires excellent integration skills, research, presentational and analytical skills, a good knowledge of and experience with investment climate issues and regional integration, program management skills, and a talent for stakeholder management.
 
The advisor will report to the EAC Deputy Secretary General (Planning & Infrastructure).
 
Selection Criteria
  • Advanced degree in law, finance, economics, or other relevant field. Basic degree in law and admission to practice law in any one of the EAC countries;
  • At least seven (7) years of relevant working experience;
  • Practical experience in designing and implementing regional integration and investment climate reform projects in developing and post-conflict countries, particularly in Sub-Saharan Africa;
  • Strong analytical skills, and demonstrated capability in effective writing;
  • Prior experience in working in investment climate reform or regional integration is a plus;
  • Experience in managing project teams, consultants and other stakeholders;
  • Strong program management skills;
  • Well-developed interpersonal and team-working skills, ability to operate effectively as a team leader and member;
  • Fluency in English required, proficiency in French desirable;
  • Willingness to travel regionally and internationally.

The Commission on Revenue Allocation (CRA) is an independent commission set up under Article 215 of the Constitution of Kenya. 
Its core mandate is to recommend the basis for equitable sharing of revenues raise nationally between the National and County Governments; sharing of revenue among the County Governments and make recommendations on other matters concerning the financing of, and financial management by county governments. 
The Commission seeks to recruit qualified and competent staff to fill the following vacant positions.

1. Senior Analyst, Revenue Enhancement Program

The successful candidate will provide technical expertise and leadership in the execution of the county revenue enhancement and administration programs. 
The Advisor is responsible for providing technical leadership and guidance to county staff in the implementation of sustainable and affordable revenue administration practices.

Key Responsibilities:
  • Design, develop and assist counties in the implementation of sustainable and affordable revenue administration practices and transparent and accountable systems;
  • Develop and deliver capacity building programs in revenue planning and generation for counties
  • Develop guidelines / toolkit for county taxes /fees collection; lease of properties; publicprivate sector partnerships and enterprise development;
  • Facilitate knowledge building and information / experience sharing
In addition, the successful candidate must;
  • Display cultural, gender, religion, race, nationality and age sensitivity and adaptability
  • Promote knowledge management and learning
  • Demonstrate development and operational effectiveness
  • Demonstrate leadership and self- management
Required Education, Skills and Experience:
  • A Master’s degree or Bachelor’s degree in Finance, Accounting, Business, Economics, Public Administration or related field.
  • Professional accounting qualification.
  • A minimum of seven (7) years of relevant progressive working experience in public sector or tax consultancy
  • At least three (3) years of work experience in a supervisory position
  • Previous engagement with local authorities and experience in database development will be distinct advantages
  • Able to use computers programs / applications (MS. Word, Excel, PowerPoint, Access)
2. Senior Analyst, Financial Management

The successful candidate will provide technical expertise and leadership in the Commission’s program on strengthening public financial management. 
The officer is responsible for providing technical leadership and guidance to county staff in strengthening public financial management practices.

Key Responsibilities:
  • Design and provide sound financial management assessments / reviews, advice and support to county governments
  • Develop and deliver quality Public Finance fiduciary services, capacity building support and analytical work to county governments
  • Promote Public Financial Management reforms
  • Facilitate knowledge building and information / experience sharing.
In addition, the successful candidate must;

Required Education, Skills and Experience:

3. Senior Analyst, Macroeconomics and Public Finance

The successful candidate will be in charge of the macroeconomics and public finance division, which covers both policy analysis and econometrics/modeling sections. 
The Senior Analyst will monitor developments at the macro economy and their impact on CRA’s constitutional mandate. 
She/he is also expected to work with other institutions dealing with macroeconomic management, develops a suite of models for policy simulation and forecasting, and conducts research on thematic areas.

Key Responsibilities:
  • Day-to-day running and management of the division (macroeconomics)
  • Work with the director in running the department
  • Develop a suite-of-models for policy simulation and forecasting
  • Conduct policy analyses on macroeconomic management, debt policy etc.
  • Monitor and report on national and county economic developments
  • Conduct research to inform decision making and publish in appropriate media-refereed journals, Staff working papers, etc.
  • Collaborate with partner institutions in generating objective policy research
  • Work jointly with the statistics division to update CRA’s socio-economic database
  • Perform capacity building and mentoring of junior staff within the division
Required Education, Skills and Experience:
  • Master’s degree in economics or any related field from a reputable university
  • A minimum of seven (7) years of relevant progressive experience in policy analysis and economic modeling
  • At least three (3) years of work experience in a supervisory position
  • A good research publications record
  • A good understanding of econometrics theory and ability to use standard econometrics software to conduct research and modeling such as Eviews, Stata/SPSS, RATS and CATS.
4. Senior Analyst, Revenue Allocation and Budget Analysis

The successful candidate will develop and maintain the revenue allocation formula, monitor and evaluate expenditure and revenue trends at both national and county governments.

During the transition period, the division will also work with relevant stakeholders in county preparedness work.

Key Responsibilities:
  • Responsible for day-to-day management of the division
  • Works with the director in running the department
  • Develop and maintain the revenue allocation formula (First generation and second generation formulae);
  • Monitor and evaluate expenditure and revenue trends at both national and the 47 county governments-budget out-turns, exchequer issues etc.;
  • Work jointly with the County Affairs department in the revenue enhancement mandate of CRA;
  • Work jointly with the econometrics section to perform revenue forecasting at national and county governments
  • Monitor the devolution process and in particular public finance management
  • Collaboration with partner institutions in generating objective research.
  • Conducting thematic research to inform revenue allocation and roll out of the county governments
  • Capacity building in the division
Required Education, Skills and Experience:
  • Master’s degree in Economics, Development Economics or Finance from a reputable university
  • A minimum of seven (7) years relevant progressive experience in fiscal policy development and /or implementation such as the Ministry of Finance, Central Bank, Kenya Revenue Authority, and Parliamentary Budget Office e.t.c.
  • An understanding /keen interest in the devolution process
  • At least three (3) years of work experience in a supervisory position
  • A good understanding of how to conduct research
5. Communications Officer

Reporting to the Director Communications, the successful candidate will be responsible for both internal and external communication processes.

Key responsibilities:
  • Develop writing and editing content for the intranet, staff newsletter, team briefings, annual reports, notice boards and other internal communications channels;
  • Day-to-day management of the Commission’s website, including updating and on-going monitoring, gaining input from other members of staff as necessary;
  • Media Relations;
  • Coordinating exhibitions and visits;
  • Advertising and production management;
  • Reputation and stakeholder management;
  • Events management;
  • Corporate social responsibility management;
  • Development of the Commissions corporate identity, and ensuring it is applied consistently throughout the organization;
  • Develop, promote and adhere to best practice and to agreed systems and procedures across all areas of work;
  • Undertake other duties as required commensurate with the level of this position.
Required Education, Skills and Experience:
  • Master’s degree in Social Sciences, postgraduate diploma in Communication, media studies or any other related field.

6. Research Assistants (Replacements)

Successful applicants will report to the Director of Research and will be involved in programmed research, basic policy analysis and statistical/data collection assignments.

Key Responsibilities:
  • Data Analysis;
  • Assist in reporting and monitoring the contemporary issues on the developments in county and national government resources and revenue generation, and core functions of the Commission;
  • Compiling data on the fiscal devolution function of the Commission;
  • Assist in the research of the fiscal development strategies within the developed economies;
  • Compile data on developments in the devolution processes;
  • Provide technical assistance to members of the Commission and Directors along adopted CRA thematic areas.
  • Assist in collection and collation of data.
Minimum Qualifications and Experience:
  • A good bachelor’s degree in Economics, or Economics related field from a recognized University.
  • Masters qualification will be an added advantage.
  • Knowledge of how to conduct desk, laboratory or field research
  • Ability to conduct statistical analysis and interpret experimental data
  • Excellent computer skills in spread sheets and word processing
  • Knowledge of a statistical application package will be an added advantage.
  • He/she must be a person of integrity and demonstrate excellent communication skills.
  • Strong interpersonal skills, including ability to work well with others in a busy work environment.
  • Ability to work under pressure/deadlines
  • Aged between 24-35 years.
  • At least two years’ experience

The Division is the primary agency responsible for policy making, technical oversight and leadership on all reproductive health programs in Kenya.

Program Manager – Monitoring and Evaluation and Quality Assurance (M&E and QA)

Under the overall guidance of the Head of Division of Reproductive Health in the Ministry of Public Health and Sanitation, the M&E and QA Manager will be the line manager for M&E, Research and quality assurance within DRH. 
S/he will provide technical leadership and oversight to ensure effective planning, coordination, development, quality assurance, monitoring and evaluation of all RH programs/activities within the Division.

Key Responsibilities
  • Provide strategic technical guidance to ensure effective implementation and periodic review of DRH’s M&E framework
  • Implement appropriate M&E tools and processes for all DRH programs
  • Provide technical guidance on M&E during development and/or review of pre-service and in-service RH training curricula, policies, guidelines, Annual Operation Plans (AOP) and business plans.
  • Develop and execute a framework for the coordination of RH research and utilization of research findings to inform policy and programme implementation
  • Provide overall management and leadership of the M&E and QA Program including mentoring staff and experts attached to the Division
  • Institute a framework for the coordination of regular supportive supervision for the various DRH programs to strengthen the existing health systems and structures for RH service delivery
  • Develop a mechanism to systematically document and disseminate RH best practices and lessons learnt from programs
  • Implement effective linkages with HMIS Department for efficient and effective utilization of data for continuous quality improvement in the provision of RH services in Kenya.
  • Provide leadership in developing capacity of RH workers to improve M&E across the RH sub-sector and communication among actors
  • Develop a mechanism for coordinating resource in-flows into DRH and track their respective program result areas to improve RH in Kenya
  • Offer technical and secretariat support to the RH Interagency Coordinating Committee (RH ICC) to ensure routine meetings, follow up and implementation of recommendations
  • Ensure effective coordination and feedback mechanism of and among stakeholder forums e.g. technical working groups for various programs in the Division (e.g. FP, MNH, ASRH, RT Cancers, among others)
  • Ensure timely production of quarterly monitoring and quality assurance reports based on agreed performance indicators and develop an effective feedback mechanism to implementers of RH programs
  • Lead initiatives in the Division to apply ICTs in RH program planning, implementation monitoring and evaluation
  • Provide feedback to the Head of DRH on the status of implementation of high impact interventions for programs within DRH including MNH and FP support services
Experience and Qualification
  • A master’s degree in a public health or research related field, e.g. MPH with concentration on epidemiology, bio-statistics, demography, population studies or other relevant degree,
  • At least seven (7) years of relevant professional experience in project management, project monitoring and evaluation and relevant related fields
  • Experience and content knowledge in the area of reproductive health
  • Excellent knowledge of participatory methods in M&E in the context of social change programming
  • Proven ability to conduct and evaluate research findings
  • Proven ability to design and implement research and evaluation to inform interventions and programs
  • Demonstrated skills in writing for scientific/peer-reviewed publications and conferences
  • Proficiency in MS Office (Word, Excel, PowerPoint) and statistical software (SPSS, EPI Info, Stata, SAS etc.); familiarity with database programs such as MS Access or HMIS and other software packages will be an added advantage
  • Familiarity and experience in working with USAID, and/or other international organizations will be an added advantage
  • Excellent interpersonal and communication skills
  • Proven ability to train, coach and mentor technical teams
  •  Proven ability to multi-task and meet tight deadlines

  • Provide overall management and leadership of the M&E and QA Program including mentoring staff and experts attached to the Division
  • Institute a framework for the coordination of regular supportive supervision for the various DRH programs to strengthen the existing health systems and structures for RH service delivery
  • Develop a mechanism to systematically document and disseminate RH best practices and lessons learnt from programs
  • Implement effective linkages with HMIS Department for efficient and effective utilization of data for continuous quality improvement in the provision of RH services in Kenya.
  • Provide leadership in developing capacity of RH workers to improve M&E across the RH sub-sector and communication among actors
  • Develop a mechanism for coordinating resource in-flows into DRH and track their respective program result areas to improve RH in Kenya
  • Offer technical and secretariat support to the RH Interagency Coordinating Committee (RH ICC) to ensure routine meetings, follow up and implementation of recommendations
  • Ensure effective coordination and feedback mechanism of and among stakeholder forums e.g. technical working groups for various programs in the Division (e.g. FP, MNH, ASRH, RT Cancers, among others)
  • Ensure timely production of quarterly monitoring and quality assurance reports based on agreed performance indicators and develop an effective feedback mechanism to implementers of RH programs
  • Lead initiatives in the Division to apply ICTs in RH program planning, implementation monitoring and evaluation
  • Provide feedback to the Head of DRH on the status of implementation of high impact interventions for programs within DRH including MNH and FP support services
Experience and Qualification
  • A master’s degree in a public health or research related field, e.g. MPH with concentration on epidemiology, bio-statistics, demography, population studies or other relevant degree,
  • At least seven (7) years of relevant professional experience in project management, project monitoring and evaluation and relevant related fields
  • Experience and content knowledge in the area of reproductive health
  • Excellent knowledge of participatory methods in M&E in the context of social change programming
  • Proven ability to conduct and evaluate research findings
  • Proven ability to design and implement research and evaluation to inform interventions and programs
  • Demonstrated skills in writing for scientific/peer-reviewed publications and conferences
  • Proficiency in MS Office (Word, Excel, PowerPoint) and statistical software (SPSS, EPI Info, Stata, SAS etc.); familiarity with database programs such as MS Access or HMIS and other software packages will be an added advantage
  • Familiarity and experience in working with USAID, and/or other international organizations will be an added advantage
  • Excellent interpersonal and communication skills
  • Proven ability to train, coach and mentor technical teams
  •  Proven ability to multi-task and meet tight deadlines
