JPIP Project Architect, Project M&E Specialist, and PR Officer Jobs in Kenya

Project: Judicial Performance Improvement Project (JPIP)

The Government of Kenya (GoK) has applied for financing from the World Bank to finance the proposed Judicial Performance Improvement Project (the Project), and intends to apply part of the proceeds of the financing to put together a Project Management Unit (PMU) comprising a team of professionals dedicated to planning and implementation of the Project.

The judiciary now invites applicants to apply for the following vacant positions:-

1. Project Architect

General

The Project Architect will work under the supervision and direction of the Project Coordinator. 
The main purpose of the Architect will be to monitor and supervise the work of civil works consultants, and contractors to ensure that all services and construction works are proceeding in accordance with the contracts and to the satisfaction of the Judiciary. 
The Architect will also prepare progress reports to assist the Project Coordinator and the Technical Committee to make rational decisions during implementation of the civil works component of the project.

Duties

The Project Architect will be responsible for 
  • monitoring the performance and progress of civil works consultants and contractors, including producing and disseminating progress reports, 
  • providing technical assistance to the Directorates to ensure the civil works meet user needs at planning and construction stages, and 
  • assisting the civil works consultants and contractors with information/decisions required to and from the Judiciary.
Specifically, the Architect will be responsible for communicating decisions of the Project Technical Committee and PMU to civil works consultants and contractors, and assisting them in assessing the requirements and expectations of end-users of the facilities;

The Project Architect will also be involved in the following project activities;
  • Being the client representative during the design phase
  • Pre-design and supervision field visits
  • Assisting in the preparation of Bills of Quantities and in the tender evaluation process
  • Supervision of construction through the Project Manager
  • Close inspections during site hand over and the defect liability window.
Person Specification

The successful candidate will:
  • Have a first degree in Architecture or equivalent from an accredited university. A relevant Masters Degree will be an added advantage;
  • Be a registered architect;
  • Have a minimum of 10 years hands-on experience in a similar position in the planning, design and supervision of civil works projects;
  • Have demonstrated capacity to manage civil works contracts.
  • Have a good command of computerized design, database and spreadsheet construction, as well as their practical applications;
2. Project Monitoring & Evaluation Specialist

General
The M&E Specialist (M&ES) will work under the supervision and direction of the Project Coordinator. 
The main purpose of monitoring and evaluation will be to ensure availability of information on implementation progress, accountability, efficiency and effectiveness of the project. 
M&E will involve a systematic collectionand assessment of information related to the outcomes, processes, or operations of the project. 
M&E will be an ongoing activity to generate information that will assist the Project Coordinator and the Technical Committee make rational decisions during implementation of the project.

Duties

The M&E Officer will be responsible for 
  • overall monitoring and evaluation of the project, including producing and disseminating reports 
  • providing technical assistance to the Directorates to develop comprehensive monitoring and evaluation guidelines for their component objectives, and 
  • developing appropriate indicators of effective implementation, achievements and impact at various levels within the Judiciary.
Specifically, the M&E specialist will:
  • Refine the Results Framework in line with World Bank modalities;
  • Define the key performance indicators (inputs, outputs, outcomes) for monitoring the project; their target values and specifying the timing and format of reporting;
  • Management and maintain the MIS system for collecting and reporting indicators, to ensure that data are regularly reported and entered into the MIS;
  • Ensure efficient and regular monitoring reports to the PMU Project Coordinator, analyze progress and performance as well as highlight areas of concern; and prepare the documentation for review by the Technical Committee;
  • Be responsible for the mid-term review report;
  • Assist in establishing a system of conducting any required baseline surveys required by Directorates and provide technical support to enable them meet their monitoring and evaluation needs.
  • Prepare periodic reports of monitoring and evaluation undertaken and present and disseminate results through workshops.
Person Specification

The successful candidate will:
  • Have a first degree in Architecture or equivalent from an accredited university. A relevant Masters Degree will be an added advantage;
  • Have a minimum of 10 years hands-on experience in a similar position in project/program monitoring and evaluation,
  • Have the ability to use management information systems as an added advantage;
  • Demonstrate capacity to develop and oversee implementation of monitoring and evaluation plans, survey and data analysis and report writing;
  • Have proven ability in conducting operations research, impact assessments, work plans and budgeting, project/program monitoring and evaluation, documentation and advocacy;
  • Have sound IT knowledge including statistical applications.
3. Project Communications/Public Relations Officer (PRO)

General

The PRO will work under the supervision and direction of the Project Coordinator.

The main purpose of communications is to ensure availability of information on implementation progress, accountability, values, and clarity on objectives and impacts of the project. 
PRO will involve a systematic collection and assessment of information related to the ongoing activities of the project, including getting feedback from people internally and externally and to generate information that will assist the Project Coordinator and the Technical Committee understand the general views of the stakeholders to enable them make rational decisions and accurate inward/outward communications during implementation of the project.

Duties

More specifically the PRO expert will carry out the following tasks:
  • Identify effective channels of dissemination of information products to relevant target audiences and supervise distribution;
  • Provide technical support to the PMU and other project consultants in developing proper communication strategy while conducting different project activities (trainings, workshops, stakeholder consultations, arrangements of study tour, preparation of knowledge products, etc.);
  • Advise the Project Coordinator on the needs for any communication and outreach activities;
  • Support and provide guidance to the preparation of annual communication plans including budgets, planning, and implementation of campaigns;
  • Support in identifying success stories and other themes that can be used in communication campaigns and making the stakeholders understand the improvements the Judiciary is making in its performance improvements;
  • Proofread and fine-tune texts and materials to make them understandable and interesting to the targeted audiences;
  • Prepare information pamphlets for distribution to the general public to educate them on the roles and working relations with the Judiciary;
  • Act as focal point for preparation and establishment of meetings, workshops and seminars.
Person Specification

The successful candidate will:
  • Have a first degree in Mass Communication, Communication Studies, Information Sciences, Public Relations, International Relations, Journalism, Social Sciences or any other approved equivalent qualifications from a recognized university.
  • Have served as a Communications Officer or in a comparable and relevant position for a minimum period of three ( 3) years;
  • A clear understanding of the working of the media and socio-political environment in Kenya;
Core competencies

In addition to the job-specific requirement given above all candidates must possess the following core competencies:-
  • Excellent planning and organizational skills;
  • Excellent communication skills with the ability to prepare and present concise oral and written reports;
  • Have strong leadership skills;
  • Have clear understanding of the role of the Judiciary in realizing the demands of the Constitution, Vision 2030 goals and other policy documents of Judiciary;

Duration of Contracts

The overall duration of the contracts will be thirty six (36) months renewable annually.
The contract may be extended up to the end of the project life (approximately 60 months) subject to performance.

Purpose of Post:

The overall assignment of the position of Communication Specialist will be conceptualization, planning, execution, monitoring and evaluation of an advocacy and communication strategy to promote the respect for children’s’ and women’s rights and support UNICEF’s mission in the country.

 Major Duties and Responsibilities:


Required Qualifications:  Master’s degree in Communication, Journalism, Public Relations, or equivalent professional work experience in the communication area.

With the Chief of Communication, develops and implements an Advocacy and Partnerships strategy to position children’s’ and women’s’ issues in the public domain, and strengthens political will in support of UNICEF's mission and objectives. 
Develops key partnerships with parliamentarians and other leaders to advance the social policy advocacy agenda. Develops communication indicators and monitors the impact of communication and advocacy strategies.

Develops close collaboration with mass media through activities such as organizing visits to project sites, facilitating photo coverage and TV footage, and utilizes both web-based and traditional media when appropriate to generate and maintain public interest in children’s and women’s issues, and to tell the story of UNICEF's cooperation to a wider audience.

Coordinates the development, posting and maintenance of new and updated material for the UNICEF Kenya web-site. Identifies the need for radio and television programmes, publications, photographs etc., to advocate and promote organizational/programme goals within the country, and manages their production and distribution to the target audiences. Adapts and disseminates advocacy materials from New York, Geneva and the Regional Office to identified target audiences, arranging translations into local language(s), as necessary.

Strengthens capacity of groups and  organizations whose support is essential to the achievement of advocacy and communication objectives through appropriate advocacy and communication training, access to updated information, supplies and equipment and through experience-sharing.

Engages nationally known personalities and organizes special events and activities to support country programme goals.  
Generates public support for special events, including the launch of UNICEF flagship publications, e.g. the State of the World’s Children Report.

Assists HQ and the Regional Office in identifying and obtaining feature stories and other material to facilitate global/regional advocacy and fund-raising activities, particularly in support of National Committee efforts to mobilize resources.

Identifies, recruits and supervises technical resources and consultants, as necessary, for the above activities.

Plans visits of Goodwill ambassadors, National Committee representatives and Executive Board members, including preparation of information materials (e.g., press releases, programme summaries, country fact sheets and media kits), and coordinates logistic arrangements.

SNV WASH Intern (Network Facilitator) Job in Nairobi Kenya

Introduction
 
SNV is an international capacity development organisation that works in 35 countries in five regions.
 
In WASH SNV supports initiatives in 9 countries in East and Southern Africa: Kenya, Uganda, Tanzania, Mozambique, Rwanda, Zambia, Zimbabwe, South Sudan and Ethiopia.  
The role of SNV is: 
(1) provision of advisory services, 
(2) Knowledge networking and 
(3) promotion of evidence-based advocacy.  
The WASH programme provides technical and capacity building support to local partners from the public, private and NGO sector with the objective of increasing sustainable and equitable access to water, sanitation and hygiene in rural areas and small towns.
The SNV WASH programme work is centred around 4 product areas:
(1) Sustainable Sanitation and Hygiene for ALL, 
(2) Functionality of rural water supply services,
(3) WASH in schools and 
(4) Sustainable water supply in peri-urban areas and small towns.  
The WASH programme has its own sector leader and a team of WASH advisors. 

SNV has developed the strategy 2013-2015 where knowledge Development and Networking is at the core of SNV work and is cross cutting in all the WASH product areas. 
The core role of SNV in knowledge development and networking is diagnosing, developing and disseminating knowledge around key constraints and opportunities and fostering innovation.  
To strengthen knowledge development and networking, a regional WASH knowledge Network has been established to foster knowledge development, exchange and collaboration.The regional WASH Knowledge network is led by a Sponsor WASH Director and a Network Leader.
 They together with the sector leaders from each country, form the core group that sets out the directions of the WASH network.

The assignment and objectives:
 
In order to strengthen the development of the ESA WASH program and the functioning of the WASH Knowledge Network, SNV requires the services of an intern to work with the Knowledge Network Leader (KNL) to: 
(1) strengthen products development, 
(2) accelerate knowledge development, 
(3) promote resource mobilization and 
(4) promote partnership development.

The specific tasks to be accomplished and results to be achieved:
 
Objective: Strengthen Products development
 
Tasks
  • Support the KNL to develop user friendly product/program sheets
  • Track and keep an update of the WASH workforce  resource in ESA including CVs and setting up a consultancy base of WASH consultants,
  • Continually collect and keep an update of best practices per product including project references.
  • Promote the generation, simple storage and updating of WASH pictures/photos in ESA.
  • Establish and implement a framework for scanning, collecting and continually documenting the demand for interns in the WASH sector
  • Support the KNL and Sponsor WASH Director in compiling and sharing the WASH program progress updates
Results
  • Four user friendly product sheets
  • Updated record of WASH advisors CVs, competencies and skill mix.
  • Updated project references for the 4 programs
  • Photo/picture gallery of pictures of WASH interventions
  • A functional system providing yearly inventory of WASH interns interested to work with WASH in ESA
  • Mid -year and Annual WASH progress updates

  • Support the KNL to facilitate development and implementation corporate action research
  • Support the KNL to facilitate development, implementation and sharing results of ESA cross country knowledge.
  • Support in facilitation of d-group discussions on relevant WASH topics
  • Support the KNL/sponsor WASH directorto organize regional WASH Knowledge Network workshops and meetings
  • Establish and implement a framework for streamlining, uploading and continually updating the ESA WASH intranet site
  • Scan and support the KNL to facilitate publication of ESA WASH experiences/cases
  • Scan and share links with ESA advisors on important publications and knowledge sites.

  • Logistical, administrative  and documentation support provided
  • Cross country knowledge development initiatives supported
  • D-group discussions successfully facilitated

  • Establish and implement a framework for continually scanning, updating and sharing opportunities for resource mobilization in WASH
  • Support the KNL/sponsor WASH director in the development of RM strategies and proposals for the key projects identified for BD and scalability per WASH program.
  • Development of WASH project references in different formats (USAID, EU,…)
Results:
  • RM opportunities shared with ESA advisors
  • Strategies and proposals developed for BD and scalability project areas identified in Addis Ababa.
Objective: Promote partnership development
Task:  Establish and implement a framework for continually scanning, updating and sharingopportunities for knowledge partnerships
Result: Partnership opportunities shared with ESA WASH advisors

Requirements: 

Education and Work Experience: 
BA/BSc or MA/MSc with least 2 years of experience in communications related fields/Knowledge development fields

Key Responsibilities:
Improve internal communication channels by providing effective opportunities for employees to engage ECALT members and reinforce business objectives.
Communicate a coherent corporate identity to external stakeholders.
Leverage media contacts to ensure adequate, balanced media coverage is received for corporate events, industry and business stories and corporate social responsibility initiatives in key media outlets in a timely manner.
Proactively manage the Company’s relationship with the media liaison to ensure effective and timely dissemination of accurate company data to the media.
Coordinate public relations/ corporate communication for key corporate events, and actively participate in and represent the company at various industry/ corporate events.
Ensure easy and timely access to relevant business information for employees at their respective levels of responsibility and understanding
Successfully identify and actively participate in at least one corporate social responsibility initiative/ activity, aligned to the corporate strategy.
Provide timely pieces on key achievements/ milestones in the Area for dissemination through Global communication channels

Skills & Experience:
Demonstrate experience in strategic communications planning, implementation and measurement
Strong interpersonal and team working skills
Good communications planning, project management, problem solving and decision making skills
Able to think and operate strategically, particularly in relation to appropriate messaging
High quality written and verbal communication skills in fluent English
Confidence and ability to influence, persuade and coordinate internal stakeholders, including advising senior managers
Sound judgment, ability to research and fact-check thoroughly and balance the demands of open communication with commercial/regulatory sensitivities
Experience in media relations and campaigning
Very good knowledge of contemporary communications good practice, including digital communications and social media
Education: Business degree preferably with communications
