Consultancy for a costing exercise to determine the budgetary implications of up-scaling the provision of Sexual and Gender-based Violence (SGBV) Services to all counties
1. Mission statement
 
The National Gender and Equality Commission (NGEC) was established by an Act of Parliament in August 2011 following the promulgation of Kenya’s new Constitution in 2010. The NGEC is mandated to promote gender equality and freedom from discrimination. 
As part of this broad mandate the NGEC will work with other relevant institutions in the implementation of policies for the progressive realization of the economic and social rights specified in Article 43 of the Constitution and other written laws. 
Beyond developing standards for the implementation of these policies the NGEC will also make efforts to ensure that budgetary provisions are made to support the realisation of these rights.One of the key issues to be address is that of sexual and gender-based violence, and ensuring that survivors receive the health services that they are entitled to, under the Constitution2.
 
2. Problem statement

For a long time, SGBV programmers have agitated for the allocation of adequate resources from the government for the treatment and support of survivors and the affected, in light of the devastating consequences for survivors, their families, and for society. 
However, without quantifying the kinds of services and cost implications, it has been difficult to secure these resources. 
The NGEC is therefore proposing to undertake a costing exercise to determine the budgetary implications of providing and/or up-scaling these SGBV services. 
This costing exercise will be based on a minimum package of services (medical (incl. psychosocial), and security-related), to be provided in every county in Kenya, so as to ensure that SGBV services are made available to all survivors, as is their right under the new constitutional dispensation. 
The costing exercise will be used to informing the Kenya government, and advocating together with the GBV sub-cluster, for adequate resources to these services (medical (incl. psychosocial), and security-related).

Overall, this exercise will contribute to the government’s efforts towards gender responsive budgeting.
 
3. Boundaries, beyond which the investigation should not go.
 
The focus is on the cost implications of providing SGBV services in all 47 counties in Kenya, based on current levels of service provisioning at the sub-district and district levels. 
The costing exercise should focus on funds required to support a comprehensive minimum package of services i.e. medical (incl. psychosocial), and security-related, to one county level healthy facility, for each county.

4. Submission Instructions

Interested bidders must obtain the Terms of Reference (TORs) from the address below during office hours i.e. between 8am and 4pm, to guide them on what documentation they will be required to submit.

Interested bidders will be required to provide proof of their ability to undertake this assignment, by submitting evidence of having undertaken similar assignments. 
In addition to furnishing the NGEC with examples of costings exercises that they undertaken, they will be required to provide Letters of Commendation (originals) from the institutions for which they have undertook these assignments.
 
The deadline for full submissions is: 12pm on 31st of July, 2012.
 
Submissions are to be made in English and delivered to the offices of the NGEC, in a plain, sealed envelope, marked: ‘Consultancy for Costing Exercise for SGBV services’.

UNDP Kenya and Development Partners have established a Civil Society Democratic Governance (CSDG) Facility (also known as “Amkeni WaKenya” or “The Facility”), under the UNDP Country Programme Action Plan.

The CSDG Facility, under the Democratic Governance Unit, has an objective to support the country in its efforts to uphold democratic governance, human rights and the rule of law through enhanced empowerment of the people and strengthening of relevant governance institutions.

Amkeni WaKenya is seeking Consultancy firm to undertake a Mid-Term Review of the Amkeni
WaKenya Programme for the period between July 2008 and December 2011.

This evaluation will entail a desk review, as well as visit to grantees across Kenya to measure, evaluate and ascertain the level of engagement, impact, implementation plans of partners, and whether these reflect value for money

3. Qualifications, Skills & Experience

Qualification requirements for the Consultancy Firm

A minimum of five (5) years of solid experience in undertaking evaluations and impact assessments of large scale donor-funded projects preferably in the field of democratic governance in Kenya or East African region

Designate a Lead Consultant with the following qualifications:

A PhD in social sciences or a Master’s degree in political science, law or social sciences with ten (10) years post qualification experience in the relevant field.

Designate an evaluation team to work under the Lead Consultant with good credentials and qualifications in the following areas:

Masters degree in Law, political science, public administration or social sciences
At least 7 years of professional experience in the area of democratic governance

4. Duration of the consultancy

The Consultancy runs for a period of 45 Working days from the date of contracting.

1. General Background

Reference is made to UNDP Amkeni WaKenya – CSDG Facility.

a) Background

Amkeni WaKenya is a UNDP led facility set up to promote democratic governance in Kenya. The name “Amkeni WaKenya” is inspired by the second stanza of the National Anthem that calls upon all Kenyans to arise and actively participate in nation building.

Amkeni WaKenya was established in July 2008, then known as the “Civil Society Democratic Governance Facility (CSDGF)” and works through Civil Society Organizations in the areas of democracy, human rights, governance reforms, and the integration of a rights based approach in social and economic reforms in Kenya.

Participating development partners include the Royal Netherlands Embassy (RNE), the Embassy of Sweden Embassy of Norway, the European Union and the United Nations Development Programme (UNDP).

At the time of inception Amkeni WaKenya operated on the basis of three pillars, namely grant making, capacity building and learning & knowledge management; however these pillars have now been modified and are known as programme delivery methodologies.

AMKENI WAKENYA is thus seeking Financial Management Consultants to carry out a range of capacity building interventions for Amkeni Waconia’s partner CSOs with a view to addressing their gaps relating to policy development (financial and human resources), strategy development (fundraising and resource mobilization) and skills development (financial management and accounting).

2. Objectives of the Assignment

To enhance institutional development capacities of Amkeni WaKenya grantees with regard to policy development (financial and human resources), strategy development (fundraising and resource mobilization) and skills development (financial management and accounting).

3. Scope of Work and Responsibilities

The scope of work for this ToR shall include but not be limited to:

I. Participate in periodic or on-demand review of Amkeni WaKenya capacity assessment tools on financial management.

II. Undertake capacity assessments for CSO partners on varied aspects of financial management

III. Draft concept papers for capacity building interventions that respond to the capacity gaps highlighted by the capacity assessments when called upon to do so

IV. Facilitate capacity building interventions under guidance of the Capacity Building Specialist

Save the Children in South Sudan (SCiSS) invites potential consultancy firm to conduct a one-off comprehensive Salary, Allowances and Benefits Survey for Nationally Appointed Staffs as per the following particulars:

Introduction

Three Save the Children member organizations – Save the Children US, Save the Children UK and Save the Children Sweden have been working separately in South Sudan for over 25 years until 31st October 2009 from 1st November 2009 these organizations were unified as Save the Children in South Sudan (SCiSS) to create a stronger voice for children in South Sudan. Save the Children UK is the Managing Member (MM) and Save the Children Sweden and Save the Children US are Participating Members.

Purpose of comprehensive Salary, Allowances and Benefits Survey

The unification has resulted in one unified programme structure. Before the unification a comprehensive salary survey was not conducted but a preliminary assessment was done to guide the change process.

During the staff transition process SCiSS used the ‘BIG TENT’ approach where all the programmes in their current operation areas and all the staffs of the three organizations were merged into one programme structure with a new Grade/salary band designed to accommodate this staffing.

SCiSS has two categories of staffs – Internationally Appointed Staffs and Nationally Appointed Staffs. Currently the total workforce is 440 of which 407 are nationally appointed staff and 33 are International staff.

The management of SCiSS has observed that using the “BIG TENT’ approach has resulted in various inconsistencies. SCiSS would therefore like to commission a consultancy firm to carry out a one-off comprehensive review of the salary package of nationally appointed staffs.

This review will include basic salary, allowances and benefits and analyze the internal realities and external market comparators and get the basic data within the recommendations on how to address these issues.

The objectives of the comprehensive salary, allowances and benefits survey are:
  1. To scope current internal and external conditions within SCiSS structure related to the salary package prevailing within SCiSS.
  2. To review the effectiveness of the current grading framework salary structure
  3. To recommend adjustments to staff salary, allowances and benefits from the outcome of the job evaluation and market comparators survey.
Survey Methodology

The commissioned consultancy firm shall:

1) Conduct comprehensive analytical Job Evaluation based on the job profile using agreed Job Evaluation parameters that underpin judgements on appropriate grading. This may require field travel.

2) Collect information using survey questionnaire on market rate survey and allowances and benefits survey of comparator organizations in South Sudan (that are agreed by SCiSS to be surveyed) to develop competitive pay level and salary structure.

3) Review the value of the typical allowances and benefits that are found in the market from such comparators. With the results of 1 and 2, the consultancy firm will review the current grad structure and design relevant grade and pay structure and allocate all jobs to the structure of SCiSS.

4) The first draft should be ready for submission to CD and SMT by 15th June 2010.

5) Submit final report by 1st July 2010.

The time frame of conducting and finalizing the survey will run from mid April 2010 to 1st July 2010.

Requirements from the Consultancy firm
  • Proven track of experience in the area of compensation and benefit for international organization.
  • Experience in dealing with salary survey for non profit organizations will be an asset.
  • Familiar with labour market issues in South Sudan
  • Ability to work precisely, fast and to the point.
The tendering firm will solely be responsible for their own expenses in preparing the tender and subsequent negotiations with SCiSS if any.
