Center for Reproductive Rights Regional Director for Africa Job Vacancy

Center Background: Founded in 1992, the Center for Reproductive Rights is a non-profit organization that promotes women’s equality worldwide by securing reproductive rights in constitutional and international human rights law. Its mission is straightforward and ambitious: to advance reproductive freedom as a fundamental right that all governments are legally obligated to protect, respect and fulfill. 
The Center is unmatched as a reproductive rights organization in its expertise on U.S. constitutional law, comparative law and international human rights law.

The Center works across the globe on issues including access to life-saving obstetrics care, contraception, abortion services and comprehensive sexuality information, as well as the prevention of forced sterilization and female genital mutilation (FGM). 
It has brought groundbreaking cases before national courts, U.N. committees and regional human rights bodies. It has built the legal capacity of women's rights advocates in over 50 countries.

The Center is governed by a 20-person Board of Directors and employs more than 100 professionals from Chile, Colombia, Croatia, Kenya, Korea, Nepal, Nigeria, the Philippines, Slovakia, Sweden and the U.S. 

In addition to a headquarters in New York City, the Center has offices in: Washington D.C.; Bogotá, Colombia; Kathmandu, Nepal; Nairobi, Kenya; and Geneva, Switzerland.  Its annual budget of more than $15 million is raised primarily from foundations and individuals.

The new Regional Director will be joining the Center at an exciting time for the institution and at a critical time for the reproductive rights movement globally.  
As opponents of women’s rights have increased their attacks on the legal and human rights framework in Africa, the Center is fighting back with national, regional, and international strategies embodied in a new strategic plan launched in early 2012.  
The plan intensifies our efforts to strengthen the legal protections for access to safe and legal abortion, affordable contraception, the expansion of the reproductive rights of adolescents, and the recognition that the prevention of maternal mortality is a fundamental human rights issue.

Position Summary and Responsibilities: The Center is seeking a seasoned strategic program and operations professional to oversee and develop the work of the Africa Program. 
The Regional Director for Africa will be based in Nairobi and work under the supervision of the Director of the Global Legal Program who is based in New York.  
The Regional Director will supervise a Regional Manager, Legal Adviser, and Office Manager in Nairobi. 
 In addition, s/he will manage a Legal Adviser and Legal Assistant in the US.
 
Specific responsibilities include, but are not limited to the following:
  • Manage the Africa program, including all aspects of program planning and implementation, financial management, and administrative oversight.
  • Design and develop the regional work plan, as it relates to focus countries in the region and the UN, in accordance with the strategic plan.
  • Oversee and monitor successful implementation of the regional work plan, and recommend changes to the plan as needed.
  • Develop and implement short and long-range advocacy and litigation strategy for the Center's work in Africa.
  • Identify potential strategic litigation cases in collaboration with partner organizations.  
  • Develop factual records and pleadings, research and write legal memoranda, amicus curiae and case briefs on transnational and international and regional human rights law and claims for use in national and/or international and regional fora.
  • Provide technical assistance to NGOs, government and parliamentary officials, and other stakeholders on law reform processes at the national level and produce relevant legal and advocacy materials.
  • Support the design and implementation of wider institutional and Global Program priorities, as appropriate (e.g., coordinating or supporting an intra or inter-departmental initiative).
  • Develop and implement annual regional program budget and monitor spending.
  • Recruit, train/mentor, supervise and evaluate staff working for the regional program. Participate in institutional recruiting processes as needed.
  • Develop and maintain relationships with local, regional and international NGOs and key stakeholders to advance implementation of the strategic plan.
  • Support other Center departments in institutional and regional fundraising, and monitoring and evaluation efforts.
  • Develop pro bono partnerships and projects with law firms, law associations, and law schools in the U.S. and in the region to leverage our program work.
  • Represent the Center externally on matters related to reproductive rights in the region through public speaking and interaction with the media.
  • Partner with the Communications Department to effectively develop and implement program communications strategy to increase support and visibility from key audiences.
  • International travel is required.
Overall Candidate Requirements: 
 The ideal candidate will have a proven track record of strong management, creative legal and strategic thinking, and good judgment and excellent analytical capabilities.  
In addition, we are seeking candidates with strong writing skills; the ability to work quickly and effectively under pressure; the capacity to take initiative, prioritize, and pay close attention to detail while juggling multiple tasks; strong coordination skills; the ability to lead and manage a multinational team; the ability to work effectively as part of the senior leadership team of the Global Legal Program; and the capacity to build and maintain strong partnerships within the Africa region.

  • A law degree and at least seven years of experience as a manager working on legal or human rights strategies. 
  • Substantial knowledge of the UN and the African regional systems; familiarity with international and regional human rights law. 
  • Strong commitment to the Center’s mission, purpose, and values. 
  • Ability to develop and manage staff and operations in an international office environment. 
  • Effective public speaking skills, and excellent writing skills in English, are required. 
  • Fluency in another UN language is desirable.

i) Establish appropriate processes and tools for planning, budgeting, reporting and monitoring progress.
 
j) Monitor the market activities in order to identify new business opportunities.
 
k) Be responsible for the recruitment, performance management, and identification of training needs and career development initiatives for staff members working in the Association.
 
l) Monitor, guide, report and coordinate the Association approach to a sustainable CSR strategy. This includes institutions owned or managed by the Association.
 
The person
  • Bachelor’s degree. Qualification and experience in Law and or Human Resource Management is desirable.
  • At least seven (7) years management experience, five of which should be in a Senior Management level in business associations, business advocacy groups or equivalent organizations.
  • Strong knowledge of Kenya Labour Laws, Agricultural Laws, International Labour Standards, Industrial Relations Practice in Kenya, Industry Standards and Trends in the Labour Market.

Working closely with the EAC Secretariat and the World Bank Group’s EAC Investment Climate Program, Trade Mark East Africa is looking to fill an initial 2-year position as Regional Integration Specialist (Legal Reform) to deliver Investment Climate products in support of the EAC Common Market implementation process. 
The position will be based in Arusha, Tanzania.
Background / General description
Duties and Accountabilities
The successful candidate is expected to work in close coordination with TMEA staff across the EAC region, the Investment Climate Team of the World Bank Group, EAC Institutions and Organs and private sector stakeholders in supporting legal reform towards implementation of the business reforms in EAC. Specifically, the advisor is expected to:
  • Contribute to the design of EAC legal frameworks and to modernization of a number of commercial laws through the process of harmonization and approximation. The incumbent shall work closely with the EAC Secretariat.
  • Develop relevant technical diagnostics, reform notes, which will lead to actionable proposals on prioritization of commercial laws to be harmonized, and proposals on the reform process for harmonization of commercial laws.
  • Work closely with Ministries of EAC, national law reform commissions and private sector stakeholders support national-level implementation of the EAC Common Market protocol.
  • Complete a mapping of the status of domestic commercial laws in the EAC Partner States, determine the variance with the provisions of the EAC Common Market Protocol and prescribe recommendations for harmonization.
  • Lead the development and regular publication/newsletter of a State of Commercial Laws in EAC Update, which will be a tool for tracking commercial law reform activity within EAC.
  • Ensure integration of EAC Common Market legal reform work into the other pillars of the EAC Investment Climate Program, and undertake any other assignments in fulfillment of the implementation of the EAC Investment Climate program.
The incumbent shall adopt a highly participatory approach in all the tasks designated above, including assuring the contribution of key private sector stakeholders necessary for success.
To fulfill these tasks, we are seeking a highly motivated individual with experience in designing and managing regional integration programs, legal reform, expertise in investment climate reform work, and a track record of success. 
The position requires excellent integration skills, research, presentational and analytical skills, a good knowledge of and experience with investment climate issues and regional integration, program management skills, and a talent for stakeholder management.
The advisor will report to the EAC Deputy Secretary General (Planning & Infrastructure).
Selection Criteria
  • Degree in law and admission to practice law in any one of the EAC Partner States.
  • Masters degree in a related field will be an advantage;
  • At least seven (7) years of relevant working experience;
  • Experience in designing and implementing regional integration and investment climate reform projects in developing and post-conflict countries, particularly in Sub-Saharan Africa;
  • Practical experience in commercial legal practice will be an added advantage;
  • Strong analytical skills, and demonstrated capability in effective writing;
  • Prior experience in working in investment climate reform or regional integration is a plus;
  • Experience in managing project teams, consultants and other stakeholders;
  • Strong program management skills;
  • Well-developed interpersonal and team-working skills, ability to operate effectively as a team leader and member;

Duties and Accountabilities
 
The successful candidate is expected to support and facilitate activities aiming at improving regulatory capacities of the EAC Secretariat, and to ensure that technical advice provided through the World Bank Group’s EAC Investment Climate Program is well imbedded into EAC structures and processes. 
Specifically, the successful candidate will:
  • Contribute to development and management of a regulatory capacity building package for the EAC Secretariat and help EAC integration stakeholders reform key aspects of the region’s business environment necessary for the common market to achieve its objectives. This includes design of strategies to ensure better regulation, development of management capacity on regulation, and a regulatory impact assessment system for EAC.
  • Contribute to the preparation of a Regulatory Reform Strategy for the EAC that is adopted by the Secretariat and the Council, and the possible creation of an EAC Group on Better Regulation.
  • Develop a systematic, meaningful, and targeted processes of stakeholder consultation that provide a quality check and promote constructive dialogue on options and impacts of EAC-level actions
  • Initiate a training program in good regulatory practices in a Common Market to build awareness and skills among Secretariat staff and other EAC institutions.
  • Contribute to development of management capacity (a dedicated Better Regulation Unit) to oversee and promote regulatory quality in the Secretariat and promote implementation of a pro-market regulatory strategy across EAC institutions.
  • Contribute to the development Regulatory Impact Assessment framework to provide basic information on the need and impacts of proposed new regional regulation.
  • Perform other duties directly connected to the implementation of the EAC Investment Climate Program.

Ensure quality of care is attained for patients seeking the services.
Ensure the documentation of appropriate services rendered to the patients is done in the relevant service registers.

Minimum Requirements:

Diploma in Clinical Medicine from a recognized institution and registered with the Clinical Officers Council with 5 years’ work experience.
Trained in HIV management, care and treatment.
Additional training in both pediatric and adult rational ART use is an added advantage.

Technical Officer - Laboratory Technologist

The Technical Officer - Laboratory Technologist will report to the Senior Technical Officer (Care and Treatment).

S/he will provide laboratory mentorship with technical assistance, capacity building, training, and quality assurance services.

In addition, prepares laboratory procedures and manuals and trains staff in their use.

Prepares reports and supports the follow-up of technical assistance and assessment visits to include corrective actions and capacity building initiatives to medical laboratories serving APHIA plus Rift Valley region.

Key Responsibilities:

Work closely with facility based laboratory staff to provide laboratory technical assistance as needed and requested as part of overall mentorship improvement schemes.
Provide mentorship and coaching of laboratory staff in the respective regions to include OJT and support supervision.
In close collaboration with laboratory management support the follow-up of needed corrective and preventive actions.
Assist laboratories and capacity laboratory hire with development of routine SOP development and internal quality control interpretation/EQA.
Support selected laboratories with preparation towards the implementation of ISO15189/WHO-AFRO accreditation process.
Provide laboratory improvement report of all the laboratories within his/her allocated region within the agreed time period.
Perform other duties as assigned.

Minimum Requirements:

Higher National Diploma in Medical Laboratory Technology or equivalent with at least 4 years related work experience within a clinical or research laboratory including experience with laboratory quality control and quality assurance systems and implementation; OR Diploma in Medical laboratory technology with 6 years of experience will be considered.
Supervisory experience is preferred.
Ability and aptitude to provide laboratory accreditation mentorship services and to perform quality assurance assessments against accepted national and international standards and regulations.

Technical Officer - Care and Treatment Mentors

Location: APHIAplus Project -Kajiado, Eldoret, Narok, Laikipia

The Technical Officer – Care and Treatment Mentors will report to the Senior Technical Officer (Care and Treatment).

The Technical Officer will be responsible for providing mentorship, coaching and regular updates to service providers in the area of both pediatric and adult HIV care and treatment.

They will be responsible for working closely with the service providers to ensure that the quality of care is sustained across the program as defined by the MOH quality standards.

Key Responsibilities:

Provide mentorship, coaching and updates to service providers at the CC/ART to offer patients quality care and treatment services according to the national guidelines and standards.
Support the service providers by recommending relevant treatment and care for the patients with opportunistic infections and recommend initiation of ART treatment in accordance with the MOH recommended guidelines.
Offer mentorship to service providers in Comprehensive care centers attending to HIV infected adults and children.
Liaise with other project staff working in the community to address issues of defaulter tracing, HIV prevention and addressing other social determinants of health to mitigate the impact of those affected and infected by HIV.
Coordinate and provide needed programmatic support to ensure the health facilities with high patient workloads and poor performing sites in terms of initiating patients on treatment are mentored and the necessary skills and confidence is transferred to the clinicians.
Support facilities to institute systems for inter and intra facility referrals.
Ensure quality of care is attained for patients seeking the services.
Ensure the documentation of appropriate services rendered to the patients is done in the relevant service registers.

Minimum Requirements:

Diploma in Clinical Medicine from a recognized institution and registered with the Clinical Officers Council with 5 years’ work experience.
Trained in HIV management, care and treatment.
Additional training in both pediatric and adult rational ART use is an added advantage.
At least 4 years’ experience working in a busy health facility offering HIV Comprehensive care and treatment.
Experience in supervision and mentorship is an added advantage.
Demonstrable knowledge of HIV knowledge and the various interventions being offered to prevent and control the morbidity and mortality arising from the infection will be an added advantage.

Health Records Information Officer

Location: APHIAplus Project - Laikipia, Nakuru, Eldoret (2), Kajiado, Narok

Working closely with the mentorship team in conjunction with the Data Manager (Monitoring & Evaluation), the Health Records Information Officer will be responsible for mentoring health workers in various health facilities to maintain service registers, conducting regular data quality assessments activities, ensure accurate and timely facility reports and support facilities to run basic data analysis for decision making.

S/he will be required to maintain confidentiality and integrity for the facility data as directed.

Key Responsibilities:

Verify data based on MOH defined service standards.
Mentor health workers on patient records management.
Support facility based service providers to ensure all health records and registers are up to date.
Mentor and coach health facilities to ensure timely and accurate facility reporting.
Support and mentor health workers on data utilization for decision making.
Responsible for ensuring data quality is maintained.

Actively follow-up facilities to ensure that commonly agreed data management improvement plans are followed and monitored by all parties.
Provide basic data summaries to facility as required from time to time.
Support facilities to maintain data confidentiality and security.
Providing regular feedback to APHIAplus Data Manager (M&E).
Other duties as assigned by supervisor from time to time.

Minimum Requirements:

Diploma in Statistics/Health Information Systems/Information Technology with at least 4 years work experience in data management systems and experience in use of MOH tools.
Experience in training is an added advantage.
Computer proficiency in MS Office Suite and word processing, databases, spreadsheets, including advanced skills in at least two of the following programs: SPSS, Epi Info, Stata.

Associate Technical Officer - Adherence Nurse

Location: APHIAplus Project-Laikipia, Nakuru, Eldoret (2), Kajiado, Narok

Work as a member of the regional mentorship team whose duties will be carried out under the guidance of the Senior Technical Officer (Care and Treatment).

S/he will mentor health service providers on the critical integrated nursing and counseling services for HIV infected patients at the CCCs, including documentation and review of records.

In addition s/he will provide policy updates and facilitate effective referral systems to increase access to services.

The Associate Technical Officer - Adherence Nurse will support facilities to come up with strategies for defaulter tracing.

Key Responsibilities:

Provide updates of the revised ART policies and SOPs to service providers.
Provide support to facilities on clinic organization, patient flow and triage.
Vital signs, anthropometric measurements.
Provide mentorship and coaching to service providers on ART adherence preparation of new patients and on-going adherence support.
Facilitate treatment literacy sessions.
Provide mentorship of ART adherence (using multiple approaches).
Provide mentorship and coaching to service providers on nutrition assessment, counseling and management including Infant and young child feeding counseling in the context of HIV.
Provide support supervision on review of referral decisions.
Provide mentorship on integration of services especially FP, screening of cervical cancer, STIs and NCDs.
Support facilities to facilitation of clinic based, mini group counseling sessions for PLHIV; facilitation of topics related to HIV&AIDS during support group meetings.

Minimum Requirements:

Diploma/Advanced Certificate in Nursing and be registered by the Nursing Council of Kenya.
Additional training in Counseling in the context of HIV (PMTCT, ART or TB) is required.
Knowledge of the public health sector and at least 3 years’ working experience working in a CCC and/or ANC/PMTCT setting will be an advantage.

Minimum Requirements:

MBA/MA/MS/MPH in a social science or public health or related advanced degree with 7-9 years relevant experience or BA/BS in relevant field with 9-11 years relevant experience in Health Communication including HIV/AIDS prevention.
Must have experience in managing budgets, project planning, monitoring and evaluation and excellent written and oral communication and interpersonal skills.
Experience in working with multi-cultural communities is an added advantage, excellent computer skills in MS Office Suite. Working knowledge of Kiswahili is crucial.
